Arsa sahiplerinin b\u00fcy\u00fck k\u0131sm\u0131 <\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">ise <\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">\u00f6zellikle \u015fehir i\u00e7indeki m\u00fclklerini satmak yerine bekleme<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">de kal\u0131yor. B<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">u <\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">da <\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">konut \u00fcretimini sekteye u\u011frat\u0131yor.<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\"> Oysa a<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">rsa sahibi ta\u015f\u0131nmaz\u0131n\u0131 sat\u0131\u015fa sunmaz, bir proje geli\u015ftirmez <\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">ve<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\"> bir \u015fekilde de\u011ferlendirmezse vergi \u00f6demek zorunda kalmal\u0131d\u0131r.<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\"> Vergi sistemi i\u00e7in de d<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">aha adil bir de\u011ferlendirme y\u00f6ntemi belirlenerek makul bir fiyat tespiti yap\u0131lmal\u0131 ve vergi sistemi geli\u015ftirilmeli<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">d<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">i<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">r<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">\u201d dedi<\/span><\/span><span class=\"s12\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">Alg\u00fcn Y\u00f6netim Kurulu Ba\u015fkan\u0131 Cihat Alg\u00fcn, in\u015faat sekt\u00f6r\u00fcn\u00fcn<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">200\u2019\u00fcn \u00fczerinde alt sekt\u00f6re yaratt\u0131\u011f\u0131 talep ve istihdam <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">nedeniyle<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">ekonomide <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">lokomotif <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">olma \u00f6zelli\u011fi <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">ta\u015f\u0131d\u0131\u011f\u0131n\u0131 ve bu nedenle de <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">vazge\u00e7ilemez oldu\u011funu <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">belirtti.<\/span><\/span> <span class=\"s14\"><span class=\"bumpedFont15\">Ancak sekt\u00f6r\u00fcn bu \u00f6nemine ra\u011fmen <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">bir tak\u0131m sorunlar nedeniyle bir t\u00fcrl\u00fc istenilen yere gelemedi\u011fine dikkat \u00e7ek<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">en Alg\u00fcn, bu sorunlar\u0131n en b\u00fcy\u00fcklerinden birinin de arsa bulmada ya\u015fand\u0131\u011f\u0131n\u0131 kaydetti.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">T\u00fcrkiye\u2019nin <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">normal \u015fartlarda <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">y\u0131ll\u0131k yeni konut ihtiyac\u0131<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">n\u0131n <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">1 milyon <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">civar\u0131nda oldu\u011funu hat\u0131rlatan <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">Bir de buna<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> yakla\u015f\u0131k 6<\/span><\/span> <span class=\"s14\"><span class=\"bumpedFont15\">milyon <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">civar\u0131nda d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi gereken riskli konut<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">yeterince <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">konut <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">arz<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">\u0131<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> sa\u011flanam\u0131yor. \u00c7\u00fcnk\u00fc, m<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">arkal\u0131 konut alan\u0131nda en b\u00fcy\u00fck sorunlar\u0131n\u0131n ba\u015f\u0131nda arsa temini<\/span><\/span> <span class=\"s14\"><span class=\"bumpedFont15\">geliyor.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">Bu nedenle i<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">htiya\u00e7 duyulan d\u00f6n\u00fc\u015f\u00fcm i\u00e7in devlet taraf\u0131ndan <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">\u00f6ncelikli olarak <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">arsa maliyetlerini d\u00fc\u015f\u00fcrecek ad\u0131mlar\u0131n at\u0131lmas\u0131<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">\u00f6nemli bir yer tutuyor\u201d dedi.<\/span><\/span><\/p>\n<p class=\"s17\"><span class=\"s16\"><span class=\"bumpedFont15\">\u201c<\/span><\/span><span class=\"s16\"><span class=\"bumpedFont15\">At\u0131l <\/span><\/span><span class=\"s16\"><span class=\"bumpedFont15\">arsalar<\/span><\/span> <span class=\"s16\"><span class=\"bumpedFont15\">\u00fcretime<\/span><\/span><span class=\"s16\"><span class=\"bumpedFont15\"> sekte vuruyor<\/span><\/span><span class=\"s16\"><span class=\"bumpedFont15\">hat\u0131rlatan<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">Cihat Alg\u00fcn<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">; ancak T\u00fcrkiye\u2019de arsa temin etme<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">nin son derece g\u00fc\u00e7 bir hale geldi\u011fini <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">belirtti<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">Konuyla ilgili a\u00e7\u0131klamalarda<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> ve \u00e7\u00f6z\u00fcm \u00f6nerilerinde<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> bulunan Alg\u00fcn<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">, \u015funlar\u0131 s\u00f6yledi:<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> class=\"bumpedFont15\"> Arsa maliyetleri \u00e7ok y\u00fcksek.<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> Arsa <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">sahiplerinin b\u00fcy\u00fck bir k\u0131sm\u0131 \u00fcst gelir grubuna mensup <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">ve <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">\u00f6zellikle \u015fehir i\u00e7indeki m\u00fclklerini satmak yerine beklemeyi tercih ediyor. Ancak bu bekleyi\u015f, konut \u00fcretimini sekteye u\u011frat\u0131yor.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">Bu sorunu \u00e7\u00f6zmek i\u00e7in <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">\u2018<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">bo\u015f arsa vergisi<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">\u2019<\/span><\/span> <span class=\"s14\"><span class=\"bumpedFont15\">uygulanmal\u0131d\u0131r. E\u011fer bir arsa sahibi, ta\u015f\u0131nmaz\u0131n\u0131 sat\u0131\u015fa sunmaz, herhangi bir proje geli\u015ftirmez veya bir firma ile ortakl\u0131k kurarak de\u011ferlendirmezse, belirli bir oranda vergi \u00f6demek zorunda kalmal\u0131d\u0131r. Bu verginin oran\u0131 her y\u0131l kademeli olarak art\u0131r\u0131lmal\u0131, b\u00f6ylece arsalar\u0131n uzun s\u00fcre at\u0131l kalmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilmelidir.<\/span><\/span><\/p>\n<p class=\"s17\"><span class=\"s16\"><span class=\"bumpedFont15\">\u201c<\/span><\/span><span class=\"s16\"><span class=\"bumpedFont15\">Yeni vergi sistemi geli\u015ftirilmeli<\/span><\/span><span class=\"s16\"><span class=\"bumpedFont15\">\u201d<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">Mevcut sistemde, arsalar\u0131n rayi\u00e7 bedeli ile ger\u00e7ek piyasa de\u011feri aras\u0131nda ciddi farklar bulun<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">uyor<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">. Daha adil bir de\u011ferlendirme y\u00f6ntemi belirlenerek, makul bir fiyat tespiti yap\u0131lmal\u0131 ve bu do\u011frultuda bir vergi sistemi geli\u015ftirilmelidir. <\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">\u00d6rne\u011fin<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">;<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> ilk y\u0131l i\u00e7in belirlenen de\u011ferin <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">y\u00fczde <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">10\u2019u kadar bir vergi uygulanabilir ve arsa h<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">ala<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> kullan\u0131lm\u0131yorsa bu oran sonraki y\u0131llarda <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">y\u00fczde <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">20, <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">y\u00fczde <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">30 \u015feklinde art\u0131r\u0131labilir.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s14\"><span class=\"bumpedFont15\">Benzer \u015fekilde, birden fazla konutu olup da bunlar\u0131 piyasaya sunmayan ki\u015filer i\u00e7in de <\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\">\u00e7oklu m\u00fclk vergisi<\/span><\/span><span class=\"s14\"><span class=\"bumpedFont15\"> uygulanabilir.
