Yeni d\u00fczenlemeyi de\u011ferlendiren EVA Gayrimenkul De\u011ferleme Genel M\u00fcd\u00fcr\u00fc Cansel Turgut Yaz\u0131c\u0131, al\u0131nan kararlar\u0131n \u00e7ok yerinde oldu\u011funu ancak arsa pay\u0131n\u0131n tamam\u0131n\u0131 topluca sat\u0131n alarak \u00fczerine yap\u0131lacak in\u015faattan vazge\u00e7ilmesi riski kar\u015f\u0131s\u0131nda yetkili kurumunun \u00f6nlem almas\u0131 gerekti\u011fini a\u00e7\u0131klad\u0131.<br \/>\nYabanc\u0131lar\u0131n T\u00fcrkiye vatanda\u015fl\u0131\u011f\u0131 i\u00e7in arsa alabilmesinin \u00f6n\u00fcne ge\u00e7ildi. Yabanc\u0131lar\u0131n T\u00fcrkiye&#8217;de 400 bin dolar tutar\u0131nda ta\u015f\u0131nmaz sat\u0131n alarak vatanda\u015fl\u0131k kazanabilmesine y\u00f6nelik uygulamada de\u011fi\u015fikli\u011fe gidilerek vatanda\u015fl\u0131k edinimi i\u00e7in yap\u0131lan al\u0131mlara arsalar\u0131n \u00fczerinde kat m\u00fclkiyeti veya kat irtifak\u0131 kurulmu\u015f ya da \u00fczerinde yap\u0131 bulunmas\u0131 \u015fart\u0131 getirildi.<br \/>\nEVA Gayrimenkul De\u011ferleme Genel M\u00fcd\u00fcr\u00fc Cansel Turgut Yaz\u0131c\u0131, yap\u0131lan d\u00fczenlemenin yerinde oldu\u011funu belirterek, \u201cKat irtifak\u0131 kurulmu\u015f arsalarda arsa pay\u0131 alarak vatanda\u015fl\u0131k ve ikamete y\u00f6nelik bir i\u015flem yap\u0131lmas\u0131na izin verilmesi \u00e7ok do\u011fru bir d\u00fczenleme. Ancak arsa pay\u0131n\u0131n tamam\u0131na topluca sat\u0131n alarak \u00fczerine yap\u0131lacak in\u015faattan vazge\u00e7ilmesi riski kar\u015f\u0131s\u0131nda yetkili kurumunun \u00f6nlem almas\u0131, at\u0131lan ad\u0131mlar\u0131 daha da olumlu hale getirecektir.\u201d dedi.<br \/>\nYaz\u0131c\u0131 yeni d\u00fczenlemeyi \u015f\u00f6yle de\u011ferlendirdi:<br \/>\n\u201cAsl\u0131nda i\u015fin \u00f6z\u00fcnde sadece kat m\u00fclkiyeti kurulmu\u015f ve in\u015faat\u0131 bitmi\u015f yap\u0131larda vatanda\u015fl\u0131k verilmesi onun da 400 bin dolar rakam\u0131ndan daha y\u00fcksek olmas\u0131 gerekti\u011fi kanaatindeyim. B\u00f6ylece s\u00fcrecin denetlenebilirli\u011fini ve ger\u00e7ekten ikamet i\u00e7in vatanda\u015fl\u0131k al\u0131nabilirli\u011fini de kontrol ettirecektir. Ayr\u0131ca pasaport i\u00e7in al\u0131m\u0131n\u0131n da \u00f6n\u00fcne ge\u00e7ecektir. Sadece bitmi\u015f yap\u0131 sat\u0131\u015f\u0131 s\u00f6z konusu olursa en az\u0131ndan yap\u0131 kullan\u0131lam\u0131yorsa bile, arsa gibi bo\u015f durmaz, kiraya verilebilir, elektrik su do\u011falgaz ba\u011flan\u0131l\u0131r. Onlar\u0131n vergileri olur, kiraya verilmesinden dolay\u0131 gelir vergisi do\u011far. Dolay\u0131s\u0131yla bir T\u00fcrk Vatanda\u015f\u0131 nas\u0131l vergi veriyorsa onlar da bu \u015fekilde vergi verir, sadece m\u00fclk\u00fc alarak vatanda\u015fl\u0131k almakla kalmam\u0131\u015f olacaklar. Ayr\u0131ca yar\u0131m kalan in\u015faatlar nedeniyle olu\u015fan dava konusu unsurlar da ortadan kalkm\u0131\u015f olur. Bu konu ile ilgili yarg\u0131daki y\u00fck azal\u0131r.\u201d<br \/>\nBu d\u00fczenleme arsa, tarla sat\u0131\u015f\u0131yla vatanda\u015fl\u0131\u011f\u0131 kald\u0131rd\u0131. T\u00fcrk vatanda\u015fl\u0131\u011f\u0131 elde etmenin suiistimal edilmesinin \u00f6n\u00fcn\u00fc kesecek bir de\u011fi\u015fiklik oldu.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>EVA Gayrimenkul De\u011ferleme Dan\u0131\u015fmanl\u0131k Hakk\u0131nda: EVA Gayrimenkul De\u011ferleme Dan\u0131\u015fmanl\u0131k A\u015e, gayrimenkul sekt\u00f6r\u00fcn uzman isimleri taraf\u0131ndan 2008 y\u0131l\u0131nda kuruldu. EVA, Sermaye Piyasas\u0131 Kurulu (SPK) taraf\u0131ndan yetkilendirilen De\u011ferleme \u015eirketlerinden olup ayr\u0131ca, Bankac\u0131l\u0131k D\u00fczenleme ve Denetleme Kurulu (BDDK) taraf\u0131ndan finans kurumlar\u0131na, \u201cgayrimenkul, gayrimenkul projesi veya bir gayrimenkule ba\u011fl\u0131 hak ve faydalar\u0131n de\u011ferlemesi\u201d hizmet verme yetkisine sahip \u015firketler aras\u0131ndad\u0131r. Ayr\u0131ca uluslararas\u0131 bir kurum olan RICS (Royal Institution of Chartered Surveyors) taraf\u0131ndan T\u00fcrkiye\u2019de \u201cRegulated by RICS\u201d olarak \u00fcnvan\u0131 verilen ilk kurulu\u015ftur.<br \/>\nEVA De\u011ferleme\u2019nin kendi alan\u0131nda 25 adet uluslararas\u0131 \u00f6d\u00fcl\u00fc bulunmaktad\u0131r. Finans piyasalar\u0131 konusunda d\u00fcnyan\u0131n \u00f6nemli otoritelerinden Euromoney Yay\u0131n Kurumunun lider dergisi olan Euromoney Magazine her y\u0131l d\u00fcnyan\u0131n bir\u00e7ok \u00fclkesinde \u00e7e\u015fitli kategorilerde en ba\u015far\u0131l\u0131 kurumlar\u0131 bilimsel bir \u00e7al\u0131\u015fma ile belirlemektedir.
