Yeni uygulamalar\u0131 de\u011ferlendiren <\/strong><strong>EVA Gayrimenkul De\u011ferleme Genel M\u00fcd\u00fcr\u00fc Cansel Turgut Yaz\u0131c\u0131, <\/strong><strong>T\u00fcrkiye\u2019de bar\u0131nma sorununu \u00e7ok uzun zamand\u0131r dile getirdiklerini ve yeni d\u00f6nemde hedefin, yat\u0131r\u0131mc\u0131n\u0131n de\u011fil ihtiyac\u0131 olan\u0131n konuta ula\u015fmas\u0131 oldu\u011funu a\u00e7\u0131klad\u0131. Yaz\u0131c\u0131, binalarda kullan\u0131lmayan \u00e7at\u0131 aralar\u0131na iskan izni verilmesini de \u00f6nerileri aras\u0131nda sundu.<\/strong><\/p>\n<p>Konut kredilerinde yeni d\u00f6nem ba\u015flad\u0131. BDDK, ikinci konutunu alacaklar i\u00e7in kredilere s\u0131n\u0131rlama getirdi. Bundan sonra tapusu olan t\u00fcketici, yeni bir ev daha isterse, evin de\u011ferinin y\u00fczde <strong>90<\/strong>\u2019\u0131 de\u011fil, y\u00fczde <strong>22.5\u2019i<\/strong> kadar kredi \u00e7ekebilecek. Hedef, yat\u0131r\u0131mc\u0131n\u0131n de\u011fil ihtiyac\u0131 olan\u0131n konuta ula\u015fmas\u0131. Bu ama\u00e7la ilk evini alacaklar i\u00e7in yeni bir kampanya da bekleniyor.<\/p>\n<h2><strong>Bar\u0131nma Sorunu Kap\u0131da<\/strong><\/h2>\n<p>Yeni uygulamalar\u0131 de\u011ferlendiren<strong> EVA Gayrimenkul De\u011ferleme Genel M\u00fcd\u00fcr\u00fc Cansel Turgut Yaz\u0131c\u0131, \u201c<\/strong>Bu sistemle birlikte yat\u0131r\u0131mc\u0131ya de\u011fil evi olmayana kredi verilerek s\u0131n\u0131rl\u0131 nakit kaynaklar\u0131 do\u011fru y\u00f6nlendirilmesi ve konut fiyatlar\u0131n\u0131n da talep nedeni ile yukar\u0131 \u00e7\u0131kar\u0131lmadan y\u00f6nlendirilmesi ama\u00e7lan\u0131yor. T\u00fcrkiye\u2018de dengelenemeyen konut fiyatlar\u0131 bu y\u00f6ntemle dengelenmeye \u00e7al\u0131\u015f\u0131l\u0131yor. Ancak \u00fcretim maliyetleri y\u00fcksek, artan enflasyon ve daralan alternatif yat\u0131r\u0131m ara\u00e7lar\u0131 insanlar\u0131 \u00f6nce araba daha fazla paras\u0131 varsa gayrimenkul almaya itiyor. 2021 y\u0131l\u0131ndan bu yana T\u00fcrkiye\u2019nin bar\u0131nma sorunu ya\u015fayaca\u011f\u0131na dair \u00f6ng\u00f6r\u00fclerimizi payla\u015f\u0131yoruz. Bar\u0131nma sorunu geldi ancak \u00e7\u00f6z\u00fcmler zaman\u0131nda gelemedi.\u201d dedi.<\/p>\n<p><strong>Yaz\u0131c\u0131 <\/strong>bar\u0131nma sorununa dair ve gayrimenkul piyasas\u0131n\u0131n a\u00e7\u0131l\u0131m\u0131na dair \u00f6nerilerde bulunarak \u015f\u00f6yle devam etti:<\/p>\n<h2><strong>Konut \u00dcretip Kiraya Veren Kurumsal Sistemler Kurulmal\u0131<\/strong><\/h2>\n<p>\u201cKonut kiralama ama\u00e7l\u0131 baz\u0131 kurumsal yap\u0131lar kurularak bunlar\u0131n kiralama ama\u00e7l\u0131 konut in\u015fa etmeleri ve kiralama yolu ile orta ve dar gelirli vatanda\u015fa belli s\u00fcrelerle m\u00fclk sa\u011flamas\u0131 projelendirilmeli.<\/p>\n<p><strong>Ev sahibi kirac\u0131 ili\u015fkilerinde \u00e7\u00f6z\u00fcm s\u00fcre\u00e7leri \u00e7ok ama \u00e7ok k\u0131salt\u0131lmal\u0131, uzla\u015famayana bilirki\u015fi atan\u0131p sonuca ba\u011flanmal\u0131 mahkemelerde dosyalar beklemeden konu h\u0131zla \u00e7\u00f6z\u00fclmeli,<\/strong><\/p>\n<p>Kira art\u0131\u015flar\u0131na s\u0131n\u0131rlama getirildi ancak uyan yok, taciz usul\u00fc art\u0131\u015f kavgalar\u0131 devam ediyor. Kirac\u0131lar bu s\u0131n\u0131rlamalara ra\u011fmen evlerinden \u00e7\u0131kmaya mecbur b\u0131rak\u0131l\u0131rken, ev sahibi kirac\u0131 ili\u015fkilerinde gerginlikler hatta a\u011f\u0131r \u015fiddete varan geli\u015fmeler ya\u015fan\u0131yor. Burada ev sahibi az kira als\u0131n demek \u00e7\u00f6z\u00fcm de\u011fil bu gelirle ge\u00e7inenler var. Art\u0131k bu sorunlar\u0131n h\u0131zla \u00e7\u00f6z\u00fcmlenmesi gerekli, bu nedenle gayrimenkul ihtisas mahkemeleri kurulmal\u0131 ve kira davalar\u0131n\u0131n \u00e7\u00f6z\u00fcmleme s\u00fcreleri acilen 2-3 ay gibi bir s\u00fcreye \u00e7ekilmeli.<\/p>\n<h2><strong>Yetkililerin gecikmeden atmas\u0131 gereken \u00f6nemli ad\u0131mlar var<\/strong><\/h2>\n<p>Konut kiralamada arz ve talep dengesi h\u0131zla bozuluyor. Anadolu\u2019da \u015fehir d\u0131\u015f\u0131nda konumlanan evlerin bile fiyatlar\u0131 2-3\u2019e katland\u0131. Yetkililerin gecikmeden atmas\u0131 gereken \u00f6nemli ad\u0131mlar var. Bunlardan baz\u0131lar\u0131; bo\u015f olan evlerin bo\u015f tutulmas\u0131n\u0131 yasaklayarak kiraya verilmesini sa\u011flamak, kira fiyatlar\u0131n\u0131 dondurmak, yabanc\u0131lar\u0131n kontratlar\u0131n\u0131 uzatmamak ve yabanc\u0131ya ev kiralanmas\u0131nda rayicin \u00fczerinde kiralama yap\u0131l\u0131yorsa fark\u0131 devletin almas\u0131n\u0131n sa\u011flanmas\u0131d\u0131r.<\/p>\n<h2><strong>En h\u0131zl\u0131 \u00e7\u00f6z\u00fcmlerin bile ger\u00e7ekle\u015ftirilmesi seneler s\u00fcrecek<\/strong><\/h2>\n<p>Gayrimenkule ba\u011fl\u0131 \u00f6nlemlerin daha kapsaml\u0131 d\u00fc\u015f\u00fcn\u00fclerek al\u0131nmas\u0131 gerekli. Sadece krediyi a\u00e7mak, kapamak, s\u0131n\u0131rlamak veya kira art\u0131\u015f s\u0131n\u0131rlamas\u0131 getirmek \u00e7ok basit kapsaml\u0131 d\u00fc\u015f\u00fcn\u00fclmemi\u015f ve yetersiz \u00e7\u00f6z\u00fcmler.<\/p>\n<h2><strong>T\u00fcrkiye\u2019nin Gayrimenkul Piyasalar\u0131 Kurulu \u2018na ihtiyac\u0131 var<\/strong><\/h2>\n<p>T\u00fcrkiye\u2019nin Gayrimenkul Piyasalar\u0131 Kurulu\u2018na ihtiyac\u0131 var. Bu kurul t\u00fcm d\u00fczenlemeleri orkestra \u015fefi olarak organize etmeli, yak\u0131n orta ve uzun vadeli sekt\u00f6rel planlamalar yaparak t\u00fcm ilgili kurumlarla direkt koordinasyon sa\u011flamal\u0131. Ayr\u0131ca kiralama konusunda kiralanan her m\u00fclk\u00fcn kime ne kadar s\u00fcre ile kiraland\u0131\u011f\u0131 kay\u0131t alt\u0131nda al\u0131nmal\u0131, do\u011fru vergilendirilmeli.<\/p>\n<h2><strong>B\u00f6lgesel olarak i\u015f olanaklar\u0131 art\u0131r\u0131lmal\u0131, k\u00f6y evleri renove edilmeli<\/strong><\/h2>\n<p>K\u00f6ylerimiz bo\u015f dururken, insan\u0131m\u0131z mecburen \u015fehre g\u00f6\u00e7 etti. \u0130\u015f ve okul olanaklar\u0131n\u0131 k\u00f6ylere yak\u0131n alanlarda art\u0131rmak asl\u0131nda bar\u0131nma sorununa orta vadede \u00e7ok g\u00fczel ve kal\u0131c\u0131 \u00e7\u00f6z\u00fcmler yaratacakt\u0131r. Art\u0131k uzaktan \u00e7al\u0131\u015fma imkan\u0131 bir\u00e7ok i\u015f kolunda a\u00e7\u0131ld\u0131, okul sorununun da \u00e7\u00f6z\u00fclmesi bir\u00e7ok hayat\u0131 de\u011fi\u015ftirebilir.<\/p>\n<h2><strong>Yabanc\u0131ya Sat\u0131\u015fta art\u0131k yeni bir d\u00f6nem a\u00e7\u0131lmal\u0131 ve sat\u0131\u015f tekrar 1 Milyon Dolar S\u0131n\u0131r\u0131na Getirilmeli<\/strong><\/h2>\n<p>Y\u0131lda takribi <strong>60 bin <\/strong> adet yabanc\u0131 sat\u0131\u015f\u0131 var ve bu rakam\u0131n art\u0131\u015f h\u0131z\u0131n\u0131n art\u0131k azalmas\u0131 gerekli. Bir \u00fclkenin toplam sat\u0131\u015f\u0131n\u0131n <strong>%5<\/strong>\u2019e yak\u0131n\u0131n\u0131 yabanc\u0131lar ger\u00e7ekle\u015ftirmemeli. \u00dcstelik bu yabanc\u0131lar\u0131n ciddi bir k\u0131sm\u0131n\u0131n vatanda\u015fl\u0131k ald\u0131\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcl\u00fcrse rakam b\u00fcy\u00fcd\u00fck\u00e7e k\u00fcm\u00fclatif tehlike art\u0131yor gibi duruyor.<\/p>\n<h2><strong>\u0130n\u015faat S\u00fcresinin K\u0131salt\u0131lmas\u0131 i\u00e7in Ruhsat Prosed\u00fcrlerinde d\u00fczenleme Yap\u0131lmal\u0131<\/strong><\/h2>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinden bina y\u0131k\u0131lmadan ruhsat prosed\u00fcr\u00fc ba\u015flayam\u0131yor ve bu da 8-9 ay s\u00fcr\u00fcyor. Bu s\u00fcrede ev sahipleri \u201cbina y\u0131k\u0131ls\u0131n\u201d diye kiraya ta\u015f\u0131nm\u0131\u015f oluyor. Prosed\u00fcrlerde iyile\u015ftirme yap\u0131larak bina y\u0131k\u0131l\u0131r y\u0131k\u0131lmaz in\u015faat\u0131n ba\u015flanmas\u0131n\u0131 sa\u011flayacak bir metot geli\u015ftirilebilir.<\/p>\n<h2><strong>At\u0131l alanlar h\u0131zla ekonomiye kazand\u0131r\u0131lmal\u0131<\/strong><\/h2>\n<p>Kira konusunda h\u0131zl\u0131 \u00e7\u00f6z\u00fcm \u00f6nerilerinden biri olarak binalarda kullan\u0131lmayan \u00e7at\u0131 aralar\u0131na iskan izni verilmesi ve bina sakinlerinin bu alan\u0131 kiraya vermesi imkan\u0131 geli\u015ftirilebilece\u011fini d\u00fc\u015f\u00fcn\u00fcyoruz. \u0130stanbul\u2019da bu \u015fekilde kullan\u0131labilecek en az 15 bin binan\u0131n olu\u011fu d\u00fc\u015f\u00fcn\u00fcl\u00fcrse, bu alanlar haz\u0131rlan\u0131p ortalama 1 ki\u015fiye kiralansa en az <strong>10.000<\/strong> ki\u015finin kiralama sorunu \u00e7\u00f6z\u00fclm\u00fc\u015f olur. Bu rakam \u00e7ok daha b\u00fcy\u00fck olabilir. \u015eirket olarak uzun s\u00fcredir bu konuya de\u011finiyoruz ve yetkililerin bu konuya e\u011filmesini bekliyoruz.\u201d diyerek s\u00f6zlerini tamamlad\u0131.<\/p>\n<p><strong>EVA Gayrimenkul De\u011ferleme Dan\u0131\u015fmanl\u0131k Hakk\u0131nda:<\/strong> EVA Gayrimenkul De\u011ferleme Dan\u0131\u015fmanl\u0131k A\u015e, gayrimenkul sekt\u00f6r\u00fcn uzman isimleri taraf\u0131ndan 2008 y\u0131l\u0131nda kuruldu. Ayr\u0131ca uluslararas\u0131 bir kurum olan RICS (Royal Institution of Chartered Surveyors) taraf\u0131ndan T\u00fcrkiye\u2019de \u201cRegulated by RICS\u201d olarak \u00fcnvan\u0131 verilen ilk kurulu\u015ftur.<\/p>\n<p>EVA De\u011ferleme\u2019nin kendi alan\u0131nda 24 adet uluslararas\u0131 \u00f6d\u00fcl\u00fc bulunmaktad\u0131r. Finans piyasalar\u0131 konusunda d\u00fcnyan\u0131n \u00f6nemli otoritelerinden Euromoney Yay\u0131n Kurumunun lider dergisi olan Euromoney Magazine her y\u0131l d\u00fcnyan\u0131n bir\u00e7ok \u00fclkesinde \u00e7e\u015fitli kategorilerde en ba\u015far\u0131l\u0131 kurumlar\u0131 bilimsel bir \u00e7al\u0131\u015fma ile belirlemektedir.
