Depremi felaket haline getiren ise binalar\u0131n nerede, nas\u0131l ve hangi ko\u015fullarda in\u015fa edildi\u011fini tayin eden karar ve tercihlerdir.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">\u0130\u00e7inde bulundu\u011fumuz &#8216;deprem haftas\u0131&#8217; kapsam\u0131nda, d\u00fcnyan\u0131n en etkin deprem ku\u015faklar\u0131ndan birinin \u00fczerinde bulunan \u00fclkemizde vatanda\u015flar\u0131m\u0131z\u0131n depreme kar\u015f\u0131 haz\u0131rl\u0131kl\u0131 olmas\u0131n\u0131 sa\u011flamak, depremden korunma yollar\u0131n\u0131 anlatmak ve topluma afet haz\u0131rl\u0131k bilinci yayg\u0131nla\u015ft\u0131rmak &#8216;zorunluluk&#8217; haline geldi. \u00dclkemizin 11 ilini etkileyen Kahramanmara\u015f ve Hatay merkezli depremler ile beklenen \u0130stanbul depremi ger\u00e7e\u011finin, hepimizin \u015fapkas\u0131n\u0131 \u00f6n\u00fcne al\u0131p bir kez daha ve h\u0131zl\u0131 bir \u015fekilde karar vermemizi sa\u011flayaca\u011f\u0131n\u0131 umuyorum. &nbsp;<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">17 A\u011fustos 1999 depreminden sonra \u00fclkemizdeki riskli bina stokunun azalmas\u0131 y\u00f6n\u00fcnde bir\u00e7ok ad\u0131m at\u0131ld\u0131. \u0130lgili devlet kurumlar\u0131 riskli binalar\u0131n yenilenmesi i\u00e7in reform \u00e7al\u0131\u015fmalar\u0131ndan h\u0131z kesmedi. Ancak aradan ge\u00e7en 24 y\u0131l sonunda y\u00fczde y\u00fcz ba\u015far\u0131ya ula\u015famad\u0131\u011f\u0131m\u0131z Kahramanmara\u015f depremiyle birlikte \u00e7ok a\u00e7\u0131k bir \u015fekilde ortaya \u00e7\u0131kt\u0131. Bu konuda at\u0131lan her ad\u0131mda, \u00e7\u0131kar\u0131lan her kanun ve y\u00f6netmeli\u011fin uygulanmas\u0131nda \u00e7e\u015fitli engellerle kar\u015f\u0131la\u015f\u0131ld\u0131. Deprem riskini ve \u00e7arp\u0131k yap\u0131la\u015fmay\u0131 ortadan kald\u0131rmak i\u00e7in haz\u0131rlanan y\u00f6netmelik ve yasalar, maalesef hem bireylerin hem de firmalar\u0131n ki\u015fisel \u00e7\u0131karlar\u0131 nedeniyle istenildi\u011fi \u015fekilde ve \u00f6l\u00e7\u00fcde kullan\u0131lamad\u0131.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\"><b>&#8216;Yap\u0131lacaklar belli ama uygulanam\u0131yor&#8217;<\/b><\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">Ba\u015fta \u0130stanbul olmak \u00fczere \u00fclkemizdeki yakla\u015f\u0131k 6,7 milyon civar\u0131ndaki riskli konutun ivedilikle d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi i\u00e7in hep birlikte hareket etmemiz gerekti\u011fini bir kez daha alt\u0131n\u0131 \u00e7iziyorum. &nbsp;Milyonlarca riskli binan\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in herkesin fedakarl\u0131k yapmas\u0131 gerekti\u011fini bir kez daha vurguluyorum. Riskli binalar\u0131n d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesinin bir rant arac\u0131 olarak g\u00f6r\u00fclmemesi gerekti\u011fini tekrar tekrar \u0131srarla s\u00f6yl\u00fcyorum.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">Art\u0131k m\u00fcteahhitlerin fazla metrekare hesab\u0131 yapmas\u0131ndan, arsa sahiplerinin ekstra avantaj sa\u011flama \u0131srarc\u0131l\u0131\u011f\u0131ndan vazge\u00e7mesinin ne kadar elzem oldu\u011fu ortadad\u0131r. Bakanl\u0131k ve yerel y\u00f6netimler, m\u00fcteahhitler ile arsa sahiplerini orta noktada bulu\u015fturacak yasalar ile donat\u0131lmal\u0131. &nbsp;Konut sahipleri de\u011fi\u015fen ekonomik ko\u015fullara g\u00f6re haz\u0131rlanacak s\u00f6zle\u015fmelerde can g\u00fcvenli\u011fini \u00f6n plana alacak \u015fekilde fedakarl\u0131k yapmal\u0131d\u0131r.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">Deprem ger\u00e7e\u011fi ile daha haz\u0131rl\u0131kl\u0131 bir \u015fekilde y\u00fczle\u015fmek i\u00e7in t\u00fcm ilgili resmi ve \u00f6zel kurum ve kurulu\u015flara da kanun ve y\u00f6netmeliklerde belirtildi\u011fi \u00fczere g\u00f6revler d\u00fc\u015fmektedir. Ancak t\u00fcketicinin de bu konuda art\u0131k daha bilin\u00e7li davranmas\u0131 gerekmektedir. \u00d6rne\u011fin konut almak i\u00e7in se\u00e7imini yaparken, sat\u0131\u015f vaatlerine ve pop\u00fclaritesine bakmaks\u0131z\u0131n projeyi kimin geli\u015ftirdi\u011fine bakarak sat\u0131n almas\u0131 ve ald\u0131ktan sonra da projenin orijinal haline sad\u0131k kalmas\u0131 da son derece \u00f6nemli bir husustur.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\"><b>&#8216;En a\u011f\u0131r cezalar g\u00fcndeme gelmeli&#8217;<\/b><\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">M\u00fcteahhitlik etik kurallar\u0131 ve kanun suiistimallerinin, Kahramanmara\u015f depremlerinde bir kez daha binlerce &#8216;can&#8217;a ve milli servete mal oldu\u011funu g\u00f6rd\u00fck. Kural\u0131na uygun bina yapmayan ve buna izin veren yetkili mercilerin vicdani muhasebe yapmad\u0131\u011f\u0131n\u0131 anlad\u0131k. Vicdani muhasebe yap\u0131lmamas\u0131ndan \u00f6te, kendi yapt\u0131klar\u0131 binalara \u00e7\u00fcr\u00fck raporu alarak tekrar kentsel d\u00f6n\u00fc\u015f\u00fcm projelerinde yer alarak b\u00fcy\u00fck su\u00e7 i\u015fleyenlere tan\u0131k olduk.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">Bu ger\u00e7ekler \u0131\u015f\u0131\u011f\u0131nda, y\u0131llard\u0131r sekt\u00f6r\u00fc baltalayan deneyimsiz, yetersiz ki\u015fi ve firmalar\u0131n verdi\u011fi tahribat\u0131n bir an \u00f6nce giderilmesi ve tekrarlanmamas\u0131 sa\u011flanmal\u0131d\u0131r. Yapt\u0131\u011f\u0131 binalar depremde hasar g\u00f6ren, mevcut y\u00f6netmeliklere g\u00f6re proje yapmayan m\u00fcteahhitler, projeden sorumlu m\u00fchendis, mimar, yap\u0131 kontrol m\u00fchendisi, projeye iskan verenler zaman a\u015f\u0131m\u0131 olmaks\u0131z\u0131n adalet kar\u015f\u0131s\u0131nda hesap vermeli ve sekt\u00f6rden d\u0131\u015flanmal\u0131d\u0131r.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\"><b>&#8216;Herkes, her kurum hesap vermeli&#8217;<\/b><\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">Elbette m\u00fcteahhitlerin daha ucuza bina yapma h\u0131rs\u0131 nedeniyle a\u011f\u0131r sorumluluklar\u0131 vard\u0131r ama geriye d\u00f6n\u00fcp bu binalar\u0131n yap\u0131lmas\u0131na izin veren herkesten de hesap sorulmal\u0131. E\u011fer bu binalar, beton kalitesi ile kullan\u0131lan demirin cinsi, \u00e7ap\u0131, miktar\u0131 ve dizayn\u0131n\u0131n projeye uygun olmamas\u0131 nedeniyle y\u0131k\u0131lm\u0131\u015fsa; m\u00fcteahhit, denetleyenler, iskan izni verenlerden de hesap sorulmal\u0131d\u0131r.<\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\"><b>&#8216;G\u00fcvenli ve \u00e7a\u011fda\u015f konut bir hakt\u0131r&#8217;<\/b><\/span><\/p>\n<p><span style=\"font-family: Calibri; font-size: large;\">Yaralar\u0131m\u0131z\u0131 sarmaya ba\u015flad\u0131\u011f\u0131m\u0131z bu g\u00fcnlerde ivedilikle yap\u0131lmas\u0131 gereken i\u015flerden biri, evsiz kalan vatanda\u015flar\u0131m\u0131z\u0131n g\u00fcvenli ve \u00e7a\u011fda\u015f konutlara eri\u015fimlerinin sa\u011flanmas\u0131d\u0131r. Konutlar\u0131 depremde yerle bir olan veya hasar g\u00f6ren vatanda\u015flar\u0131n zararlar\u0131 telafi edilmelidir.
