Erdal Eren, maliyet art\u0131\u015flar\u0131n\u0131 kar\u015f\u0131lamaya g\u00fcc\u00fc yetmedi\u011fi i\u00e7in i\u015flerini s\u00fcrd\u00fcremeyerek teminat mektuplar\u0131n\u0131 yakmak zorunda kalan ve b\u00f6ylece meslekte cezal\u0131 duruma d\u00fc\u015fen m\u00fcteahhitlik firmalar\u0131n\u0131n, Hazine ve Maliye Bakanl\u0131\u011f\u0131 taraf\u0131ndan \u00e7al\u0131\u015fmalar\u0131 s\u00fcrd\u00fcr\u00fclen kamuya olan bor\u00e7lar\u0131n yap\u0131land\u0131r\u0131lmas\u0131na y\u00f6nelik yasal d\u00fczenleme kapsam\u0131na al\u0131nmas\u0131 \u00e7a\u011fr\u0131s\u0131nda bulundu.<\/p>\n<p>&nbsp;<\/p>\n<p>Girdi maliyetlerindeki ciddi y\u00fckseli\u015flerin salg\u0131n d\u00f6neminde sekt\u00f6r \u00fczerinde b\u00fcy\u00fck \u00e7apta olumsuz etkileri oldu\u011funu s\u00f6yleyen Eren, patlak veren Ukrayna-Rusya sava\u015f\u0131n\u0131n etkisiyle ithal ve enerjiye ba\u011f\u0131ml\u0131 girdi maliyetlerindeki art\u0131\u015f\u0131n devam etti\u011fini vurgulad\u0131. Ocak 2021 &#8211; Kas\u0131m 2022 d\u00f6neminde sekt\u00f6r\u00fcn \u00f6ne \u00e7\u0131kan girdilerinde ortalama fiyat art\u0131\u015f\u0131n\u0131n y\u00fczde 170\u2019lere \u00e7\u0131kt\u0131\u011f\u0131n\u0131, kamu projelerinde \u00f6denek ve \u00f6deme sorunlar\u0131n\u0131n ya\u015fanmas\u0131yla birlikte m\u00fcteahhitlerin olu\u015fan t\u00fcm bu y\u00fck\u00fc ta\u015f\u0131yamayacak duruma geldi\u011fini aktaran Erdal Eren, sekt\u00f6rde bor\u00e7lanma oran\u0131n\u0131n -kullan\u0131lan nakdi kredi hacminin- 2022 Kas\u0131m ay\u0131 itibar\u0131yla y\u0131ll\u0131k bazda y\u00fczde 30 artt\u0131\u011f\u0131n\u0131, bu geli\u015fmelerden sekt\u00f6r\u00fcn istihdam g\u00fcc\u00fcn\u00fcn de zarar g\u00f6rd\u00fc\u011f\u00fcn\u00fc payla\u015ft\u0131.<\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p><strong>\u2018Sicil aff\u0131\u2019, sekt\u00f6rdeki t\u0131kan\u0131kl\u0131\u011f\u0131 giderecektir<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Ge\u00e7en y\u0131l maliyet art\u0131\u015flar\u0131na \u00e7\u00f6z\u00fcm i\u00e7in kamu y\u00f6netimi taraf\u0131ndan iki kez fiyat fark\u0131 d\u00fczenlemesi yap\u0131ld\u0131\u011f\u0131na de\u011finen Erdal Eren s\u00f6zlerine \u015f\u00f6yle devam etti: \u201cTMB&#8217;nin giri\u015fimleriyle h\u00fck\u00fcmetin g\u00fcndemine giren ve kamu ile i\u015f yapan m\u00fcteahhitlerin sorunlar\u0131na \u00e7\u00f6z\u00fcm \u00fcretilmesi do\u011frultusunda, bu projeler i\u00e7in iki kez ilave fiyat fark\u0131 d\u00fczenlemesi yap\u0131ld\u0131. Buna ra\u011fmen salg\u0131n\u0131n a\u011f\u0131rla\u015ft\u0131rd\u0131\u011f\u0131 \u015fartlar y\u00fcz\u00fcnden, i\u015fini s\u00fcrd\u00fcremeyecek m\u00fcteahhitlik firmalar\u0131na proje tamamlama oran\u0131 y\u00fczde 15 ve alt\u0131nda ise tasfiye hakk\u0131 tan\u0131nd\u0131, ancak ek fiyat fark\u0131 form\u00fcl\u00fc ve tasfiye i\u00e7in belirlenen d\u00fc\u015f\u00fck tamamlama kriteri ne yaz\u0131k ki m\u00fcteahhitlerin sorunlar\u0131na \u00e7are olman\u0131n gerisinde kald\u0131. Geldi\u011fimiz noktada pek \u00e7ok m\u00fcteahhit, proje tamamlanma oran\u0131 y\u00fczde 15\u2019in \u00fcst\u00fcnde oldu\u011fu i\u00e7in maalesef tasfiye hakk\u0131 alamad\u0131\u011f\u0131 gibi i\u015flerini de s\u00fcrd\u00fcremeyerek teminat mektuplar\u0131n\u0131 da yakmak zorunda kald\u0131. \u00d6zellikle Anadolu\u2019da maliyet art\u0131\u015flar\u0131n\u0131 kar\u015f\u0131lamaya g\u00fcc\u00fc yetmeyen \u00e7ok say\u0131da k\u00fc\u00e7\u00fck ve orta \u00f6l\u00e7ekli m\u00fcteahhitlik firmas\u0131 cezal\u0131 duruma d\u00fc\u015ferek yeniden ihalelere giremez ve i\u015f yapamaz hale geldi.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>TMB Ba\u015fkan\u0131 Erdal Eren, bu durumdaki m\u00fcteahhitlerin, Hazine ve Maliye Bakanl\u0131\u011f\u0131 taraf\u0131ndan haz\u0131rl\u0131klar\u0131 s\u00fcrd\u00fcr\u00fclen kamuya olan bor\u00e7lar\u0131n yap\u0131land\u0131r\u0131lmas\u0131na y\u00f6nelik &#8220;af yasas\u0131&#8221; olarak telaffuz edilen yeni yasal d\u00fczenleme kapsam\u0131na al\u0131nmas\u0131 \u00e7a\u011fr\u0131s\u0131nda bulundu. Eren, &#8220;S\u00f6z konusu m\u00fcteahhitlik firmalar\u0131n\u0131n da yasa kapsam\u0131na al\u0131narak tek seferlik sicil aff\u0131 ve teminat mektuplar\u0131n\u0131n iadesi imk\u00e2n\u0131 tan\u0131nmas\u0131, sekt\u00f6rdeki \u00f6nemli bir t\u0131kan\u0131kl\u0131\u011f\u0131 giderecektir.
