Endeksa verilerine g\u00f6re, T\u00fcrkiye genelinde konut fiyatlar\u0131nda y\u0131ll\u0131k de\u011fer art\u0131\u015f\u0131 %147 seviyesinde. \u0130stanbul\u2019da y\u0131ll\u0131k de\u011fer art\u0131\u015f\u0131 %173, Ankara\u2019da %129, \u0130zmir\u2019de ise %141. Endeksa Kurucu Orta\u011f\u0131 ve Genel M\u00fcd\u00fcr\u00fc G\u00f6rkem \u00d6\u011f\u00fct, konut sekt\u00f6r\u00fcndeki y\u00fcksek fiyat art\u0131\u015f\u0131 ve buna ba\u011fl\u0131 olu\u015fabilecek sorunlara \u00e7\u00f6z\u00fcm sa\u011flayabilmek i\u00e7in a\u00e7\u0131klanan 3 tedbir paketini de\u011ferlendirdi.<\/p>\n<p>At\u0131lan ad\u0131mlar\u0131n sekt\u00f6r i\u00e7in \u00f6nemli oldu\u011funu ve sekt\u00f6r\u00fc hareketlendirece\u011fini belirten Endeksa Kurucu Orta\u011f\u0131 ve Genel M\u00fcd\u00fcr\u00fc G\u00f6rkem \u00d6\u011f\u00fct, \u201cAncak arz d\u00fc\u015f\u00fckl\u00fc\u011f\u00fcn\u00fcn giderilmesi 1-2 y\u0131l alacakt\u0131r. Uzun s\u00fcredir sekt\u00f6rde in\u015faat maliyetlerinin artmas\u0131 ve bu sebeple yeni konut \u00fcretiminin yava\u015flamas\u0131 veya hali haz\u0131rda devam eden konut projelerinin tamamlanmas\u0131n\u0131n zorlu\u011fundan bahsediyoruz. \u00d6zellikle May\u0131s ay\u0131 ba\u015f\u0131 itibar\u0131yla y\u00fczde 40&#8217;\u0131 tamamlanm\u0131\u015f ve asgari y\u00fczde 50&#8217;si sat\u0131lmam\u0131\u015f in\u015faat projelerinin tamamlanabilmesi i\u00e7in 20 milyar liral\u0131k kaynak ayr\u0131lmas\u0131 ve konut fiyatlar\u0131n\u0131n sabit tutulma taahh\u00fcd\u00fcn\u00fcn bu anlamda \u00f6nemli oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum.\u201d dedi.<\/p>\n<p>A\u00e7\u0131klanan paketleri de\u011ferlendiren \u00d6\u011f\u00fct \u015f\u00f6yle devam etti:<\/p>\n<p>\u201c\u0130lk pakette, ilk kez konut alacaklara 2 milyon TL\u2019ye kadar de\u011fere sahip birinci el sat\u0131n almalar i\u00e7in, 10 y\u0131la kadar vadeli ve ayl\u0131k y\u00fczde 0,99 faizle kredi verilece\u011fi a\u00e7\u0131kland\u0131. Endeksa verilerine g\u00f6re, T\u00fcrkiye genelinde ortalama konut fiyat\u0131 1 milyon 114 bin 20 TL, bu rakam \u0130stanbul i\u00e7in 1 milyon 624 bin 560 TL. Fakat b\u00f6lge baz\u0131nda ortalama konut fiyatlar\u0131n\u0131n \u00e7ok daha y\u00fcksek oldu\u011funu g\u00f6r\u00fcyoruz. \u00d6rne\u011fin \u0130stanbul Sar\u0131yer\u2019de ortalama konut fiyat\u0131 4 milyon 640 bin TL, Be\u015fikta\u015f\u2019ta 4 milyon 591 bin 800 TL, Beykoz\u2019da 4 milyon 302 bin 452 TL, Kad\u0131k\u00f6y\u2019de 3 milyon 87 bin 585 TL, Bak\u0131rk\u00f6y\u2019de 2 milyon 899 bin 60 TL, Adalar\u2019da 2 milyon 270 bin 430 TL. Dolay\u0131s\u0131yla, hem 2 milyon TL\u2019nin belirli b\u00f6lgeleri kapsam d\u0131\u015f\u0131 b\u0131rakaca\u011f\u0131, hem de paketten sadece ilk defa konut alacaklar\u0131n birinci el sat\u0131n almalarda faydalanabilece\u011fi i\u00e7in bu paketin sekt\u00f6re katk\u0131 sa\u011flayaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnmekle beraber etkisinin di\u011fer 2 pakete g\u00f6re daha d\u00fc\u015f\u00fck olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum. Bu paket, hem birinci el hem ikinci el konutlar\u0131 kapsamas\u0131 sebebiyle daha geni\u015f bir kitleye hitap edecek ve yat\u0131r\u0131m\u0131n\u0131 d\u00f6viz ve alt\u0131n olarak de\u011ferlendirmeyi tercih edenleri gayrimenkule y\u00f6nlendirecek.<\/p>\n<p>3. paket ise uzun s\u00fcredir sekt\u00f6rde konu\u015fulmakta olan arz sorununu \u00e7\u00f6zmeye y\u00f6nelik bir ad\u0131m olarak \u00f6ne \u00e7\u0131k\u0131yor. May\u0131s ay\u0131 ba\u015f\u0131 itibar\u0131yla y\u00fczde 40&#8217;\u0131 tamamlanm\u0131\u015f ve asgari y\u00fczde 50&#8217;si sat\u0131lmam\u0131\u015f in\u015faat projelerinin tamamlanabilmesi i\u00e7in 20 milyar liral\u0131k kaynak ayr\u0131ld\u0131\u011f\u0131 duyuruldu. Bir y\u0131l boyunca konut fiyatlar\u0131n\u0131 internet sitelerinde duyurduklar\u0131 fiyatta sabit tutma taahh\u00fcd\u00fc veren firmalar, belli rakama kadar ve 36 ay vadeyle bu finansmandan yararlanabilecek. Bu paket ayr\u0131ca k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli m\u00fcteahhitlere de destekler ve kentsel d\u00f6n\u00fc\u015f\u00fcme destek de i\u00e7eriyor.
