Bu sorunlar devam\u0131nda sekt\u00f6r\u00fcn \u00e7ok say\u0131da alt sekt\u00f6rle ili\u015fkisi kapsam\u0131nda ekonominin genelinde nakit ihtiyac\u0131n\u0131 art\u0131rarak k\u0131sa vadede \u00f6nemli nakit ak\u0131\u015f\u0131 sorunlar\u0131na sebep olmaktad\u0131r\u201d denildi.<\/strong><\/p>\n<p>T\u00fcrkiye\u2019nin en k\u00f6kl\u00fc sivil toplum \u00f6rg\u00fctlerinden T\u00fcrkiye M\u00fcteahhitler Birli\u011fi (TMB), ekonomi \u00e7evreleri ve sekt\u00f6r taraf\u0131ndan ilgiyle takip edilen Nisan 2021 \u0130n\u015faat Sekt\u00f6r\u00fc Analizi Raporu\u2019nu yay\u0131nlad\u0131. \u201cSalg\u0131nda Ortak Kayg\u0131; Ekonomi\u201d ba\u015fl\u0131kl\u0131 analizde, k\u00fcresel ve ulusal ekonomi ile in\u015faat sekt\u00f6r\u00fcne ili\u015fkin veriler kapsaml\u0131 bi\u00e7imde de\u011ferlendirildi.<\/p>\n<p>Emtia fiyatlar\u0131 ve d\u00f6viz kurlar\u0131nda ya\u015fanan y\u00fckseli\u015f ile birlikte sekt\u00f6rde girdi maliyetlerinde g\u00f6r\u00fclen y\u00fcksek art\u0131\u015flar\u0131n ciddi sorun olmay\u0131 s\u00fcrd\u00fcrd\u00fc\u011f\u00fcne de\u011finilen raporda, T\u00dc\u0130K \u0130n\u015faat Maliyet Endeksi\u2019nin y\u0131ll\u0131k bazda Ocak\u2019ta %27,8 ve \u015eubat\u2019ta da %27,6 artt\u0131\u011f\u0131na dikkat \u00e7ekildi. \u0130n\u015faat sekt\u00f6r\u00fcnde piyasa \u015fartlar\u0131ndaki h\u0131zl\u0131 de\u011fi\u015fim, kurdaki dalgalanmalar, salg\u0131n ve salg\u0131n tedbirleri nedeniyle \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n de\u011fi\u015fmesi, i\u015f programlar\u0131ndaki aksamalar nedeniyle ciddi finansal ve operasyonel sorunlar ya\u015fand\u0131\u011f\u0131 anlat\u0131lan raporda, \u201cBu sorunlar devam\u0131nda sekt\u00f6r\u00fcn \u00e7ok say\u0131da alt sekt\u00f6rle ili\u015fkisi kapsam\u0131nda ekonominin genelinde nakit ihtiyac\u0131n\u0131 art\u0131rarak k\u0131sa vadede \u00f6nemli nakit ak\u0131\u015f\u0131 sorunlar\u0131na sebep olmaktad\u0131r\u201d denildi.<\/p>\n<h2><strong>Fiyat fark\u0131 \u00f6demesi ihtiyac\u0131 artarak devam ediyor<\/strong><\/h2>\n<p>Mevcut tabloda, kamu projelerindeki maliyet art\u0131\u015flar\u0131n\u0131n kar\u015f\u0131lanabilmesini teminen firmalara fiyat fark\u0131 \u00f6demesi veya \u015farta ba\u011fl\u0131 olmayan fesih hakk\u0131n\u0131n tan\u0131nmas\u0131n\u0131 i\u00e7eren bir d\u00fczenleme ihtiyac\u0131n\u0131n artarak devam etti\u011fi vurgulan\u0131rken, \u201cAyr\u0131ca son olarak, sekt\u00f6r\u00fcn \u00fczerindeki finansman y\u00fck\u00fcn\u00fcn hafifletilmesi konusunda bir geli\u015fme beklenirken stopaj ve KDV tevkifat oranlar\u0131nda yap\u0131lan art\u0131\u015flar firmalar \u00fczerindeki bask\u0131y\u0131 art\u0131rm\u0131\u015ft\u0131r. Bu kapsamda sekt\u00f6r \u00fczerindeki vergi y\u00fck\u00fcn\u00fcn azalt\u0131lmas\u0131 b\u00fcy\u00fck \u00f6nem ta\u015f\u0131maktad\u0131r. S\u00f6z konusu sorunlar paralelinde finansman\/nakit ak\u0131\u015f\u0131 s\u0131k\u0131nt\u0131s\u0131 i\u00e7erisinde kalan sekt\u00f6rde bor\u00e7luluk oranlar\u0131nda art\u0131\u015f da s\u00fcrmektedir. Ekim 2019\u2019da ba\u015flayan ve b\u00fcy\u00fck \u015firketlerin bankalara kredi bor\u00e7lar\u0131n\u0131n yeniden yap\u0131land\u0131r\u0131lmas\u0131n\u0131 i\u00e7eren s\u00fcre\u00e7te, yap\u0131land\u0131rma 2020 y\u0131l\u0131nda 25 milyar TL b\u00fcy\u00fckl\u00fc\u011f\u00fcne ula\u015fm\u0131\u015ft\u0131r. Mevcut tabloda in\u015faat sekt\u00f6r\u00fcn\u00fcn sorunlu kredilerde ba\u015f\u0131 \u00e7ekti\u011fi izlenmektedir. Bankac\u0131l\u0131k D\u00fczenleme ve Denetleme Kurumu (BDDK) verilerine g\u00f6re; Ocak 2021 itibar\u0131yla in\u015faat sekt\u00f6r\u00fcnde kullan\u0131lan nakdi kredi toplam\u0131 bir y\u0131lda %20\u2019den fazla artarak 300 milyar TL\u2019ye ula\u015fm\u0131\u015f, ayn\u0131 d\u00f6nemde tahsili gecikmi\u015f kredi oran\u0131 ise %9 olarak kaydedilmi\u015ftir\u201d ifadelerine yer verildi.<\/p>\n<h2><strong>Maliyetlerdeki art\u0131\u015f, konut fiyatlar\u0131n\u0131 da art\u0131r\u0131yor<\/strong><\/h2>\n<p>Raporda, ge\u00e7en y\u0131l konut fiyatlar\u0131nda ba\u015flayan art\u0131\u015f\u0131n, in\u015faat maliyetlerinde izlenen y\u00fckseli\u015f paralelinde devam etti\u011fi vurguland\u0131. Merkez Bankas\u0131 taraf\u0131ndan kalite etkisinden ar\u0131nd\u0131r\u0131lm\u0131\u015f fiyat de\u011fi\u015fimlerini izlemek amac\u0131yla hesaplanan Konut Fiyat Endeksi\u2019nin (KFE) Ocak ay\u0131nda ayl\u0131k bazda %1,8, y\u0131ll\u0131k bazda da nominal olarak %30,4 art\u0131\u015f kaydetti\u011fi hat\u0131rlat\u0131lan raporda, \u015f\u00f6yle devam edildi: \u201c2011 y\u0131l\u0131 ba\u015f\u0131ndan bu yana a\u00e7\u0131klanan endeks veri setinde b\u00f6ylece en h\u0131zl\u0131 y\u0131ll\u0131k y\u00fckseli\u015f ya\u015fanm\u0131\u015ft\u0131r. KFE \u00a0reel olarak Ocak\u2019ta %13,5 ve son olarak \u015eubat\u2019ta %13,1 oran\u0131nda artm\u0131\u015ft\u0131r. K\u00fcresel emlak ajans\u0131 Knight Frank\u2019in Global Konut Fiyat Endeksi\u2019ne g\u00f6re; T\u00fcrkiye, konut fiyatlar\u0131nda y\u0131ll\u0131k nominal art\u0131\u015fta 56 \u00fclke aras\u0131nda ilk s\u0131rada yer alm\u0131\u015ft\u0131r. \u201cMarkal\u0131 konut\u201d olarak da adland\u0131r\u0131lanlar i\u00e7in a\u00e7\u0131klanan REIDIN-GYODER Yeni Konut Fiyat Endeksi\u2019nde konut fiyatlar\u0131 \u015eubat ay\u0131nda ayl\u0131k %0,2 ve y\u0131ll\u0131k %6,2 art\u0131\u015f kaydetmi\u015ftir.\u201d<\/p>\n<h2><strong>T\u00fcrkiye M\u00fcteahhitler Birli\u011fi\u2019nin 2021 y\u0131l\u0131n\u0131n ilk \u00e7eyre\u011fini de\u011ferlendirdi\u011fi raporda genel ekonomi ve sekt\u00f6re ili\u015fkin \u00f6zetle \u015fu tespitlere yer verildi:<\/strong><\/h2>\n<p>KONUT \u0130\u00c7\u0130N KRED\u0130 KAMPANYALARI D\u00dcZENLENMES\u0130 \u00d6NEML\u0130: Konut sat\u0131\u015flar\u0131nda Mart ay\u0131 verileri ayl\u0131k art\u0131\u015fla birlikte y\u0131ll\u0131k bazda da k\u0131smi art\u0131\u015f\u0131 (111 bin 241 konut ile %2,4 art\u0131\u015f) ortaya koymu\u015ftur. Bununla birlikte y\u0131l\u0131n ilk \u00e7eyre\u011finde ge\u00e7en y\u0131l\u0131n ayn\u0131 d\u00f6nemine k\u0131yasla sat\u0131\u015flarda %22,9 d\u00fc\u015f\u00fc\u015f g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Yabanc\u0131lara yap\u0131lan konut sat\u0131\u015flar\u0131 ise Mart\u2019ta 4 bin 248\u2019e y\u00fckselmi\u015ftir. \u0130lk el konut sat\u0131\u015flar\u0131n\u0131n toplamdan ald\u0131\u011f\u0131 pay %30-31 band\u0131na kadar d\u00fc\u015fm\u00fc\u015f, 2020 y\u0131l\u0131 yaz d\u00f6nemi %60\u2019a yakla\u015fan ipotekli sat\u0131\u015f oran\u0131 da %15-20 aral\u0131\u011f\u0131na gerilemi\u015ftir. Bu \u00e7er\u00e7evede \u00f6zellikle ilk el konut sat\u0131\u015flar\u0131na y\u00f6nelik d\u00fc\u015f\u00fck faizli t\u00fcketici kredisi kampanyalar\u0131n\u0131n hayata ge\u00e7irilmesinin sekt\u00f6r\u00fcn desteklenmesi a\u00e7\u0131s\u0131ndan \u00f6nemli oldu\u011fu belirtilmektedir. \u00a0Daha uzun soluklu olarak ise konut segmentindeki canlanman\u0131n pek \u00e7ok sekt\u00f6rde canland\u0131r\u0131c\u0131 etkisi dikkate al\u0131narak alternatif gayrimenkul finansman modelleri geli\u015ftirilmesi ve \u00f6zellikle dar gelirliler i\u00e7in konut hesab\u0131 uygulamas\u0131n\u0131n etkin hale getirilmesi \u00f6nerilmektedir. Ula\u015f\u0131labilir konut arz\u0131n\u0131n \u00f6n\u00fcnde y\u00fcksek olan arsa fiyatlar\u0131n\u0131n da engel te\u015fkil etti\u011fi de\u011ferlendirilmektedir.<\/p>\n<p>YURTDI\u015eINDA \u00dc\u00c7 AYDA 3,1 M\u0130LYAR DOLARLIK PROJE \u00dcSTLEN\u0130LD\u0130: Ticaret Bakanl\u0131\u011f\u0131 verilerine g\u00f6re; 2021 y\u0131l\u0131 Ocak-Mart d\u00f6neminde sekt\u00f6r, yurtd\u0131\u015f\u0131nda 3,1 milyar ABD Dolar\u0131 tutar\u0131nda 52 proje \u00fcstlenmi\u015ftir. B\u00f6ylelikle yurtd\u0131\u015f\u0131 m\u00fcteahhitlik hizmetlerinde bug\u00fcne kadar \u00fcstlenilen proje tutar\u0131 424,5 milyar ABD Dolar\u0131\u2019na ve proje say\u0131s\u0131 da 10 bin 725 \u2019e y\u00fckselmi\u015ftir. 2020 y\u0131l\u0131n\u0131n ayn\u0131 d\u00f6neminde 2 milyar ABD Dolar\u0131 tutar\u0131nda 50 proje \u00fcstlenen T\u00fcrk m\u00fcteahhitlerinin bu y\u0131la katma de\u011feri daha y\u00fcksek i\u015flerle ba\u015flad\u0131\u011f\u0131 da dikkat \u00e7ekmi\u015ftir. Ge\u00e7en y\u0131l ilk \u00fc\u00e7 ayda projelerde 41,7 milyon ABD Dolar\u0131 olan ortalama bedel, bu y\u0131l\u0131n ayn\u0131 d\u00f6neminde 59,7 milyon ABD Dolar\u0131\u2019na y\u00fckselmi\u015ftir.<\/p>\n<p>F\u0130NANSMAN \u0130\u00c7\u0130N \u0130\u015eB\u0130RL\u0130KLER\u0130 YAPILIYOR: K\u00fcresel pazarda artan ihtiya\u00e7 kapsam\u0131nda finansman temini amac\u0131yla TMB olarak, T\u00fcrk Eximbank, bankac\u0131l\u0131k sekt\u00f6r\u00fc, uluslararas\u0131 kurum ve kurulu\u015flarla yak\u0131n i\u015fbirli\u011fi i\u00e7inde bulunulmaktad\u0131r. Ayr\u0131ca Afrika Kalk\u0131nma Bankas\u0131 (AfKB), Avrupa \u0130mar ve Kalk\u0131nma Bankas\u0131 (EBRD), Asya Kalk\u0131nma Bankas\u0131 ve \u0130slam Kalk\u0131nma Bankas\u0131 gibi \u00e7ok tarafl\u0131 kalk\u0131nma bankalar\u0131 ve ihracat kredi kurulu\u015flar\u0131 ile ili\u015fkileri geli\u015ftirmek \u00fczere \u00e7al\u0131\u015f\u0131lmaktad\u0131r. \u00dc\u00e7\u00fcnc\u00fc \u00fclkelerde i\u015fbirli\u011fine y\u00f6nelik olarak da \u00f6zellikle Japonya ve G\u00fcney Kore firmalar\u0131 ile temaslar s\u00fcrd\u00fcr\u00fclmektedir.<\/p>\n<p>YEN\u0130 PROJELER T\u00dcRK M\u00dcTEAHH\u0130TLER\u0130N RADARINDA: Yurtd\u0131\u015f\u0131 m\u00fcteahhitlik hizmetleri kapsam\u0131nda bir taraftan Avrasya ve Orta Do\u011fu\u2019da aktif olunan geleneksel pazarlar, di\u011fer taraftan da ba\u015fta Sahra-alt\u0131 Afrika olmak \u00fczere Afrika, Uzak Do\u011fu ve Latin Amerika \u00fclkeleri yak\u0131ndan takip edilmektedir. \u00d6n\u00fcm\u00fczdeki d\u00f6nemde Ortado\u011fu ve Afrika b\u00f6lgelerinde 5,4 trilyon ABD Dolar\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde yeni projenin hayata ge\u00e7irilmesi beklentisi sekt\u00f6r\u00fcn g\u00fc\u00e7l\u00fc oldu\u011fu bu co\u011frafyada izlenecek hassas ve proaktif yakla\u015f\u0131mlar\u0131 daha da \u00f6nemli hale getirmi\u015ftir.<\/p>\n<p>YURTDI\u015eINDA T\u00dcRK \u0130\u015eG\u00dcC\u00dcN\u00dc ARTIRMAK \u0130\u00c7\u0130N \u00c7ALI\u015eMA BA\u015eLATILDI: Sekt\u00f6r\u00fcn yurtd\u0131\u015f\u0131 projelerinde istihdam edilen ve say\u0131s\u0131 yakla\u015f\u0131k 35 bin olarak ifade edilen T\u00fcrk i\u015fg\u00fcc\u00fc say\u0131s\u0131n\u0131n salg\u0131n\u0131n ard\u0131ndan yakla\u015f\u0131k 100 bine \u00e7\u0131kar\u0131lmas\u0131 \u00f6ncelikli hedeflerden biri olarak belirlenmi\u015ftir.
