ProjEkspert Gayrimenkul kurucusu Emel Akba\u015f \u0130dikut, \u201cDaha b\u00fcy\u00fck kay\u0131plar\u0131n \u00f6n\u00fcne ge\u00e7mek istiyorsak; kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinin kangren noktalar\u0131 i\u00e7in acil eylem plan\u0131 gerekiyor\u201d diyerek, yap\u0131lmas\u0131 gerekenleri aktard\u0131.<\/strong><\/p>\n<p>T\u00fcrkiye\u2019de deprem riskinin y\u00fcksekli\u011fine kar\u015f\u0131n al\u0131nan tedbirlerin yetersiz oldu\u011funun alt\u0131n\u0131 \u00e7izen <strong>Emel <\/strong><strong>Akba\u015f \u0130dikut<\/strong>, \u201cErzincan ve Marmara olmak \u00fczere her deprem sonras\u0131nda depreme dayan\u0131kl\u0131 konut in\u015fas\u0131na y\u00f6nelik onlarca yasa, kanun, kanun h\u00fckm\u00fcnde kararname, strateji planlar\u0131 \u00e7\u0131kar\u0131lsa da sonu\u00e7 pek de\u011fi\u015fmiyor. T\u00fcrkiye\u2019de Afetlerin Mek\u00e2nsal ve \u0130statistiksel Da\u011f\u0131l\u0131m\u0131 Afet Bilgileri Envanteri\u2019nde n\u00fcfusu 1 milyondan fazla olan 11 b\u00fcy\u00fck kent dahil olmak \u00fczere \u00fclke n\u00fcfusunun %70\u2019inin yer ald\u0131\u011f\u0131 b\u00f6lgelerde her an b\u00fcy\u00fck bir deprem olma riskinin y\u00fcksek oldu\u011fu belirtiliyor. \u00c7evre \u015eehircilik Bakanl\u0131\u011f\u0131 verilerine g\u00f6re sadece \u0130stanbul\u2019da 400 bin riskli bina yer al\u0131yor. 7.5 \u015fiddetindeki bir depremde \u0130stanbul\u2019da 45.000 binan\u0131n y\u0131k\u0131laca\u011f\u0131 tahmin ediliyor.\u201d dedi.<\/p>\n<p>Kentsel D\u00f6n\u00fc\u015f\u00fcm Kanunu\u2019nun 9 y\u0131l \u00f6nce \u00e7\u0131kt\u0131\u011f\u0131n\u0131 da s\u00f6zlerine ekleyen <strong>Akba\u015f \u0130dikut, <\/strong>\u015f\u00f6yle devam etti:<\/p>\n<h2><strong>T\u00fcm binalar\u0131n yenilenmesi i\u00e7in 39 y\u0131l gerekiyor<\/strong><\/h2>\n<p>\u201cS\u00fcrecin t\u00fcm kangrenlerine ra\u011fmen d\u00f6n\u00fc\u015ft\u00fcrebildi\u011fimiz konut say\u0131s\u0131 yakla\u015f\u0131k 1.5 milyon; acilen yenilenmesi gereken 6.5 milyon riskli konut bulunuyor. Her ne kadar hedefimiz bu s\u00fcreci 20 y\u0131lda tamamlamak ise de ko\u015fullar ayn\u0131 sonucu vermiyor. 9 y\u0131lda 1.5 milyon yenileyebiliyorsak tamam\u0131 i\u00e7in 39 y\u0131l gerekiyor. Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn kangren noktalar\u0131 i\u00e7in bir \u00e7\u00f6z\u00fcm \u00fcretilemezse maalesef bizi daha b\u00fcy\u00fck felaketler bekliyor.<\/p>\n<h2><strong>En b\u00fcy\u00fck neden ka\u00e7ak yap\u0131la\u015fmalar<\/strong><\/h2>\n<p>\u015eu an T\u00fcrkiye\u2019de riskli binalar\u0131n kentsel d\u00f6n\u00fc\u015f\u00fcme girememesinin en b\u00fcy\u00fck sebebi ka\u00e7ak yap\u0131la\u015fmalar. 4 kat imar izni oldu\u011fu halde yerinde 9 kat olarak in\u015fa edilmi\u015f; zamanla aflardan, bar\u0131\u015flardan faydalan\u0131larak tapular\u0131n\u0131 ald\u0131klar\u0131 halde binalar\u0131 y\u0131k\u0131l\u0131rsa dairelerini kaybetme tehlikesi ile kar\u015f\u0131 kar\u015f\u0131ya olan y\u00fczbinlerce malik var. Dolay\u0131s\u0131 ile y\u0131k\u0131lma riskini bilse bile o dairede ya\u015famaktan ba\u015fka \u00e7aresi yok. Bu noktada belediyelerin imar bar\u0131\u015f\u0131 ile kentsel d\u00f6n\u00fc\u015f\u00fcm birimleri ortak hareket edebilmeli.<\/p>\n<h2><strong>Kentsel D\u00f6n\u00fc\u015f\u00fcmler Rant Odakl\u0131 De\u011fil, Risk Odakl\u0131 Olmal\u0131d\u0131r<\/strong><\/h2>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm vizyonuna g\u00f6re her y\u0131l 300 bin konutun yenilenmesi hedefleniyor. Bunun 30 binini TOK\u0130 ve Bakanl\u0131\u011f\u0131n yapmas\u0131 hedeflenirken 270 bini \u00f6zel sekt\u00f6re b\u0131rak\u0131l\u0131yor. Gerek gayrimenkul sekt\u00f6r\u00fcnde ya\u015fanan daralma gerekse m\u00fcteahhitler i\u00e7in getirilen s\u0131n\u0131f d\u00fczenlemesi sonras\u0131nda gerekli s\u0131n\u0131fa mensup m\u00fcteahhit azl\u0131\u011f\u0131 nedeni ile m\u00fcteahhitler bir d\u00f6n\u00fc\u015f\u00fcm projesine ba\u015flamak i\u00e7in ciddi oranlar talep ediyor. Yerinde ek imar alamayan ya da m\u00fcteahhitleri tatmin edecek oranlar\u0131 sa\u011flayamayan binalar, siteler kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecine ba\u015flayam\u0131yor.<\/p>\n<h2><strong>Kentsel D\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 M\u00fcteahhitlerin \u0130nsaf\u0131na Kalmamal\u0131d\u0131r<\/strong><\/h2>\n<p>Kendi binalar\u0131n\u0131 kendileri d\u00f6n\u00fc\u015ft\u00fcrme yoluna gitmek isteyen m\u00fclk sahipleri g\u00fcncel in\u015faat maliyetleri ile kar\u015f\u0131la\u015f\u0131yor. Mart 2020\u2019de resmi gazetede yay\u0131nlanan C grubu apartmanlarda m2 in\u015faat maliyeti 2.000 TL olarak hesap ediliyor. G\u00fcncel d\u00f6viz kuru ile bu rakam ortalama 2.500 TL civar\u0131nda. Ortalama 150 m2 br\u00fct kullan\u0131m\u0131 olan bir daireyi yeniden in\u015fa edebilmek i\u00e7in yakla\u015f\u0131k 375.000 TL gerekiyor ancak devletin sa\u011flam\u0131\u015f oldu\u011fu indirimli kentsel d\u00f6n\u00fc\u015f\u00fcm kredisinin \u00fcst limiti 125.000 TL. ve bankalar verirken olduk\u00e7a se\u00e7ici davran\u0131yorlar. Y\u00fczlerce malikin oldu\u011fu bir sitede bu y\u00f6ntem maalesef kullan\u0131lam\u0131yor.<\/p>\n<h2><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcme direnmemek gerekiyor<\/strong><\/h2>\n<p>\u015eerefiyeye ve cinse uygun arsa pay\u0131 da\u011f\u0131l\u0131m\u0131 yap\u0131lmam\u0131\u015f toplu konutlar da ayr\u0131 bir \u00e7\u00f6z\u00fcms\u00fczl\u00fck \u00f6rne\u011fi. Kentsel d\u00f6n\u00fc\u015f\u00fcm kanunu yeniden yap\u0131la\u015fmada arsa paylar\u0131na g\u00f6re payla\u015f\u0131m\u0131 esas ald\u0131\u011f\u0131 i\u00e7in ciddi haks\u0131zl\u0131klar ortaya \u00e7\u0131k\u0131yor. \u00d6rne\u011fin 2 d\u00fckkan\u0131, 2 dubleks dairesi, 3 adet 2+1, 3 adet 3+1 dairesi olan bir apartman d\u00fc\u015f\u00fcn\u00fcn. Hepsinin arsa pay\u0131 e\u015fit da\u011f\u0131t\u0131lm\u0131\u015f. M2\u2019leri farkl\u0131, \u015ferefiyeleri farkl\u0131, fiyatlar\u0131 farkl\u0131 ama arsa paylar\u0131 ayn\u0131. Bina y\u0131k\u0131ld\u0131ktan sonra hepsi e\u015fit ortak. Bu da malikleri mecburen y\u0131llarca s\u00fcren arsa pay\u0131 d\u00fczeltme davalar\u0131na itiyor.<\/p>\n<h2><strong>3 m2 daha fazla alay\u0131m, biraz daha fazla kazanay\u0131m diye can\u0131n\u0131zdan olmay\u0131n<\/strong><\/h2>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinin gecikmesi ve\/veya ba\u015flat\u0131lamamas\u0131ndaki en \u00e7ok rastlanan engellerden biri de m\u00fclk sahiplerinin s\u00fcreci bir zorunluluk de\u011fil f\u0131rsat olarak g\u00f6rmesi. Elbette ki binan\u0131n yenilenmesi ile bir de\u011fer art\u0131\u015f\u0131 ya\u015fanacak ancak m\u00fcteahhitlerden daha y\u00fcksek oran alabilmek ad\u0131na hem s\u00fcreci geciktiren hem de oran d\u0131\u015f\u0131nda di\u011fer kriterlere dikkat etmeyen m\u00fclk sahipleri ilerleyen d\u00f6nemde daha b\u00fcy\u00fck zarara neden olabiliyor. Baz\u0131 durumlarda art niyetle hareket eden 3\u2019te 2 \u00e7o\u011funluk sahipleri de kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecini sekteye u\u011fratan en \u00f6nemli sebeplerden. Bu kangren noktalar\u0131 \u00e7\u00f6zebilirsek s\u00fcreci \u00e7ok daha h\u0131zl\u0131 ve profesyonel y\u00f6netebiliriz.
