Raporu de\u011ferlendiren \u0130ZODER Ba\u015fkan\u0131 Levent Pelesen, Avrupa Birli\u011fi\u2019nde ki\u015fi ba\u015f\u0131 yal\u0131t\u0131m \u00fcr\u00fcnleri kullan\u0131m\u0131n\u0131n, \u00fclkemizdeki ki\u015fi ba\u015f\u0131na t\u00fcketimin 2.5 kat \u00fcst\u00fcnde oldu\u011funu belirterek, \u201cEnerjisinin y\u00fczde 74\u2019\u00fcn\u00fc ithal eden bir \u00fclke olarak, binalar\u0131m\u0131zda \u0131s\u0131tma ve so\u011futma ama\u00e7l\u0131 kulland\u0131\u011f\u0131m\u0131z enerjinin yar\u0131s\u0131n\u0131 israf ediyoruz. Rapora g\u00f6re yal\u0131t\u0131m\u0131n \u2018\u0131s\u0131, su, ses ve yang\u0131n\u2019dan olu\u015fan d\u00f6rt ana bran\u015f\u0131n\u0131n iki \u00f6nemli unsuru olan \u0131s\u0131 ve su yal\u0131t\u0131m\u0131 pazar\u0131n\u0131n toplam b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fcn\u00a0<strong>19.6<\/strong>\u00a0<strong>milyar TL<\/strong>\u00a0oldu\u011funu vurgulayan\u00a0<strong>Levent Pelesen<\/strong>, \u015f\u00f6yle konu\u015ftu:<\/p>\n<p>\u201c2018 y\u0131l\u0131nda hizmetler ve yard\u0131mc\u0131 malzemeler dahil \u0131s\u0131 yal\u0131t\u0131m\u0131 pazar\u0131n\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fc\u00a0<strong>12<\/strong><strong>milyar TL<\/strong>, su yal\u0131t\u0131m\u0131 pazar\u0131n\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fc\u00a0<strong>7.6<\/strong>\u00a0<strong>milyar TL<\/strong>\u00a0seviyesinde ger\u00e7ekle\u015fti. Ayn\u0131 zamanda ses ve yang\u0131n yal\u0131t\u0131m\u0131 \u00fcr\u00fcnlerini de ekledi\u011fimizde yal\u0131t\u0131m sekt\u00f6r\u00fcn\u00fcn b\u00fcy\u00fckl\u00fc\u011f\u00fc bu rakamlar\u0131n \u00e7ok\u00fczerindedir. T\u00fcrkiye\u2019de \u0131s\u0131 yal\u0131t\u0131m\u0131 amac\u0131yla kullan\u0131lan \u00fcr\u00fcnlerin toplam t\u00fcketimi 2018 y\u0131l\u0131nda\u00a0<strong>17.5 milyon metrek\u00fcp<\/strong>\u00a0olarak ger\u00e7ekle\u015fti. Bu rakamlara yurtd\u0131\u015f\u0131 sat\u0131\u015flar da dahil de\u011fil.<\/p>\n<p>Rapora g\u00f6re \u00fclkemizde ki\u015fi ba\u015f\u0131 \u0131s\u0131 yal\u0131t\u0131m malzemesi t\u00fcketimi\u00a0<strong>0.213<\/strong>\u00a0metrek\u00fcp oldu. 2018 y\u0131l\u0131nda\u00a0<strong>270 milyon metrek\u00fcp<\/strong>\u00a0\u0131s\u0131 yal\u0131t\u0131m \u00fcr\u00fcnlerinin kullan\u0131ld\u0131\u011f\u0131 Avrupa Birli\u011fi\u2019nde ise ki\u015fi ba\u015f\u0131 t\u00fcketim\u00a0<strong>0.526 metrek\u00fcp\u00a0<\/strong>oldu. Yani AB\u2019de ki\u015fi ba\u015f\u0131na t\u00fcketim, \u00fclkemizdeki ki\u015fi ba\u015f\u0131na t\u00fcketimin\u00a0<strong>2.5\u00a0<\/strong>kat \u00fczerindedir. Is\u0131 yal\u0131t\u0131m\u0131 pazar\u0131n\u0131n toplam b\u00fcy\u00fckl\u00fc\u011f\u00fc miktar olarak 2016 y\u0131l\u0131nda\u00a0<strong>19 milyon 253 bin metrek\u00fcp,\u00a0<\/strong>2017 y\u0131l\u0131nda<strong>\u00a018 milyon 962 bin metrek\u00fcp,\u00a0<\/strong>2018 y\u0131l\u0131nda\u00a0<strong>17 milyon 490 bin metrek\u00fcp\u00a0<\/strong>seviyesinde ger\u00e7ekle\u015fti. Su yal\u0131t\u0131m\u0131 pazar\u0131n\u0131n toplam b\u00fcy\u00fckl\u00fc\u011f\u00fc ise 2016 y\u0131l\u0131nda\u00a0<strong>172 milyon 806 bin metrekare<\/strong>, 2017 y\u0131l\u0131nda\u00a0<strong>188 milyon 657 bin metrekare<\/strong>, 2018 y\u0131l\u0131nda ise\u00a0<strong>161 milyon 783 bin metrekare<\/strong>\u00a0seviyesinde ger\u00e7ekle\u015fti.<\/p>\n<p>T\u00fcrkiye\u2019de\u00a0<strong>17,5<\/strong>\u00a0milyon metrek\u00fcp \u0131s\u0131 yat\u0131l\u0131m \u00fcr\u00fcnlerinin y\u00fczde\u00a0<strong>90<\/strong>\u2019\u0131 binalar\u0131n yal\u0131t\u0131m\u0131nda, kalan\u0131 ise tesisat yal\u0131t\u0131m\u0131nda kullan\u0131ld\u0131. T\u00fcrkiye ile benzer bir oran\u0131n s\u00f6z konusu oldu\u011fu AB\u2019de ise binalarda kullan\u0131m y\u00fczde\u00a0<strong>88\u00a0<\/strong>seviyesinde. Genel olarak 2016 y\u0131l\u0131 ile mukayese edildi\u011finde 2018 y\u0131l\u0131nda \u0131s\u0131 yal\u0131t\u0131m\u0131nda y\u00fczde\u00a0<strong>9<\/strong>, su yal\u0131t\u0131m\u0131 pazar\u0131nda ise y\u00fczde\u00a0<strong>6<\/strong>\u00a0oran\u0131nda k\u00fc\u00e7\u00fclme ya\u015fand\u0131. \u0130n\u015faat sekt\u00f6r\u00fcnde ya\u015fanan durgunluk, al\u0131m g\u00fcc\u00fc eksikli\u011fi, yeni in\u015faat say\u0131s\u0131nda azalma, mevcut in\u015faatlar\u0131n tamamlanmas\u0131 bu k\u00fc\u00e7\u00fclmede etkili oldu.<\/p>\n<h2><strong>Enerjide y\u00fczde 74 ithal ediyoruz ve 43 milyar dolar \u00f6d\u00fcyoruz<\/strong><\/h2>\n<p>T\u00fcrkiye\u2019de t\u00fcketilen enerjinin y\u00fczde\u00a0<strong>30.5<\/strong>\u2019i binalarda kullan\u0131l\u0131yor. Binalarda kullan\u0131lan enerjinin y\u00fczde\u00a0<strong>80<\/strong>\u2019i de \u0131s\u0131tma ve so\u011futma amac\u0131yla kullan\u0131l\u0131yor. Sekt\u00f6rlere g\u00f6re enerji t\u00fcketimi incelendi\u011finde konut ve hizmet sekt\u00f6rlerinden olu\u015fan bina sekt\u00f6r\u00fc \u00f6ne \u00e7\u0131k\u0131yor. T\u00fcketimdeki bu art\u0131\u015f, enerjisinin y\u00fczde\u00a0<strong>74<\/strong>&#8216;\u00fcn\u00fc ithal eden \u00fclkemizde enerji ithalat\u0131n\u0131n da artmas\u0131n\u0131 beraberinde getirdi. T\u00dc\u0130K verilerine g\u00f6re 2016&#8217;da yakla\u015f\u0131k 27,2 milyar dolar\u0131 bulan enerji ithalat\u0131, 2017 y\u0131l\u0131nda y\u00fczde 37 artarak 37,2 milyar dolara, 2018 y\u0131l\u0131nda ise y\u00fczde 15,6 oran\u0131nda daha artarak yakla\u015f\u0131k 43 milyar dolar olarak ger\u00e7ekle\u015fmesine neden oldu.<\/p>\n<h2><strong>Do\u011falgaz faturalar\u0131n\u0131n y\u00fczde 50 azalt\u0131lmas\u0131n\u0131n tek yolu<\/strong><\/h2>\n<p>\u00dclke olarak enerjiyi b\u00fcy\u00fck oranda ithal etmemize ra\u011fmen konutlar\u0131m\u0131zda, \u0131s\u0131tma ve so\u011futma ama\u00e7l\u0131 kulland\u0131\u011f\u0131m\u0131z enerjinin yar\u0131s\u0131n\u0131 israf ediyoruz. Oysa konutlarda ger\u00e7ek tasarruf yal\u0131t\u0131mla ba\u015flar. Son zamlarla daha da artan do\u011falgaz faturas\u0131n\u0131 y\u00fczde\u00a0<strong>50\u00a0<\/strong>azaltman\u0131n tek yolu, ya\u015fad\u0131\u011f\u0131m\u0131z binalara \u0131s\u0131 yal\u0131t\u0131m\u0131 uygulamas\u0131 yapt\u0131rmakt\u0131r.<\/p>\n<h2><strong>5.6 milyon konutta yal\u0131t\u0131m ihtiyac\u0131 var<\/strong><\/h2>\n<p>Is\u0131 yal\u0131t\u0131m\u0131 uygulamalar\u0131 14 Haziran 2000\u2019den bu yana zorunlu. Bu tarihten sonra yap\u0131lan binalar\u0131n hepsinin yal\u0131t\u0131ml\u0131 olarak imal edildi\u011fini varsaysak dahi toplam bina stokumuzun sadece yakla\u015f\u0131k y\u00fczde\u00a0<strong>20<\/strong>\u2019si \u0131s\u0131 yal\u0131t\u0131m\u0131 ile ilgili mevzuatlar\u0131n kapsam\u0131na giriyor. T\u00fcrkiye\u2019de 2017 y\u0131l\u0131 itibar\u0131yla\u00a0<strong>9.1<\/strong>\u00a0milyon bina bulunmakta, bu yap\u0131lar\u0131n y\u00fczde\u00a0<strong>87<\/strong>\u2019sini konut nitelikli binalar olu\u015fturmaktad\u0131r. Hane say\u0131s\u0131 ise\u00a0<strong>22\u00a0<\/strong>milyonun \u00fczerindedir. Kentsel d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda y\u0131k\u0131lacak, bireysel yal\u0131t\u0131m yapt\u0131ran ve yeni yap\u0131lan verimli binalar dikkate al\u0131nd\u0131\u011f\u0131nda yakla\u015f\u0131k\u00a0<strong>5.6<\/strong>\u00a0milyon konutun yal\u0131t\u0131m ihtiyac\u0131 oldu\u011fu ortaya \u00e7\u0131k\u0131yor. Ayr\u0131ca y\u0131lda yakla\u015f\u0131k\u00a0<strong>150 bin\u00a0<\/strong>mevcut konutta \u0131s\u0131 yal\u0131t\u0131m\u0131 uygulamas\u0131 ger\u00e7ekle\u015ftiriliyor. Is\u0131 yal\u0131t\u0131m\u0131 y\u00f6netmeli\u011finin devreye girmesi \u00f6ncelikle 2009 y\u0131l\u0131 sonras\u0131 in\u015faatlar\u0131n asgari C s\u0131n\u0131f\u0131 ve \u00fczeri yal\u0131t\u0131ma sahip olmas\u0131yla konutlarda t\u00fcketilen enerji y\u00fczde\u00a0<strong>68.7<\/strong>\u2019den y\u00fczde\u00a0<strong>59.9<\/strong>\u2019a d\u00fc\u015ft\u00fc.<\/p>\n<h2><strong>\u00dclkemizde toplam enerji faturas\u0131 y\u00fczde 15 d\u00fc\u015f\u00fcr\u00fclebilir<\/strong><\/h2>\n<p>\u00dclkemizin enerji verimlili\u011fi ve \u00e7evre ile ilgili hedeflerine ula\u015fabilmesi i\u00e7in \u0131s\u0131 yal\u0131t\u0131m\u0131 ile ilgili mevzuatlardan \u00f6nce imal edilmi\u015f eski binalara y\u00f6nelik ad\u0131mlar at\u0131lmas\u0131 gerekli. Dolay\u0131s\u0131yla kentsel d\u00f6n\u00fc\u015f\u00fcm eylem plan\u0131n\u0131n ve t\u00fcketiciye y\u00f6nelik yal\u0131t\u0131m kampanyas\u0131n\u0131n hayata ge\u00e7irilmesi \u00e7ok \u00f6nemli.T\u00fcrkiye\u2019deki t\u00fcm binalar\u0131 \u0131s\u0131 yal\u0131t\u0131ml\u0131 hale getirerek, \u00fclkemizin toplam enerji faturas\u0131n\u0131 yakla\u015f\u0131k y\u00fczde\u00a0<strong>15<\/strong>\u00a0azaltmam\u0131z m\u00fcmk\u00fcn.<\/p>\n<h2><strong>Her sene 9 milyar dolar tasarruf edebiliriz<br \/>\n<\/strong><\/h2>\n<p>\u00dclkemizdeki t\u00fcm mevcut binalar\u0131 yal\u0131t\u0131ml\u0131 hale getirdi\u011fimizde ciddi bir enerji verimlili\u011fi sa\u011flayabilece\u011fiz. Son 10 y\u0131l\u0131n T\u00fcrkiye enerji ithalat\u0131n\u0131n ortalamas\u0131\u00a0<strong>45<\/strong>\u00a0milyar dolar. Kendi kaynaklar\u0131m\u0131zla \u00fcretti\u011fimiz enerjiyi de dahil etti\u011fimizde T\u00fcrkiye\u2019nin bug\u00fcn toplam enerji maliyeti\u00a0<strong>60<\/strong>\u00a0milyar dolar civar\u0131ndad\u0131r. Sadece binalar\u0131n enerji verimli hale getirilmesiyle (En az C s\u0131n\u0131f\u0131 binalar) her y\u0131l\u00a0<strong>9<\/strong>\u00a0milyar dolar tasarruf elde etme potansiyelimiz var. Ayr\u0131ca T\u00fcrkiye\u2019nin ger\u00e7ekle\u015ftirdi\u011fi toplam ithalat\u0131n i\u00e7erisinde en b\u00fcy\u00fck pay enerjiye ait. Enerji ithalat\u0131n\u0131n d\u0131\u015f ticarette yaratt\u0131\u011f\u0131 bir a\u00e7\u0131k var. Dolay\u0131s\u0131yla binalarda her y\u0131l sa\u011flanan\u00a0<strong>9<\/strong>\u00a0milyar dolar tasarrufun, \u00fclke ekonomisine ciddi bir katk\u0131s\u0131 olacakt\u0131r.<\/p>\n<h2><strong>Is\u0131 yal\u0131t\u0131m\u0131nda seferberlik \u2018yal\u0131t\u0131m kampanyas\u0131\u2019 ile ba\u015flat\u0131labilir<\/strong><\/h2>\n<p>\u0130ZODER olarak, t\u00fcketicinin al\u0131m g\u00fcc\u00fcn\u00fc desteklemek amac\u0131yla uzun s\u00fcredir \u00fczerinde \u00e7al\u0131\u015ft\u0131\u011f\u0131muz yal\u0131t\u0131m kredisi kampanyas\u0131n\u0131n hayata ge\u00e7mesini bekliyoruz. Haz\u0131rl\u0131k a\u015famas\u0131nda \u0130ZODER\u2019in de katk\u0131lar\u0131n\u0131n bulundu\u011fu kampanya hakk\u0131nda\u00a0<strong>Enerji ve Tabii Kaynaklar Bakan\u0131 Say\u0131n Fatih D\u00f6nmez<\/strong>, ge\u00e7ti\u011fimiz Nisan ay\u0131nda \u015fu a\u00e7\u0131klamay\u0131 yapm\u0131\u015ft\u0131; \u2018Sekt\u00f6r\u00fcm\u00fcz haz\u0131r, STK\u2019lar\u0131m\u0131z haz\u0131r, bankac\u0131lar\u0131m\u0131z da bu i\u015fi finanse etmeye \u00e7ok s\u0131cak bak\u0131yorlar. Hazine ve Maliye Bakanl\u0131\u011f\u0131 taraf\u0131nda yap\u0131lmas\u0131 gereken baz\u0131 d\u00fczenlemeler var. Onlar\u0131 da tamamlad\u0131ktan sonra uzun vadeli ve \u00e7ok d\u00fc\u015f\u00fck taksitli krediyi vatanda\u015f\u0131m\u0131za sunaca\u011f\u0131z.\u2019\u00a0<strong>Kampanya kapsam\u0131nda uygulamaya al\u0131nacak KDV iadesinin\u00a0<\/strong>2023 y\u0131l\u0131na kadar s\u00fcrd\u00fcr\u00fclmesi hedefleniyor. Bu kampanya ile her y\u0131l\u00a0<strong>300 bin<\/strong>\u00a0konutun mevcut mevzuatlara uygun olarak yal\u0131t\u0131laca\u011f\u0131 \u00f6ng\u00f6r\u00fclmekte, sa\u011flanacak y\u0131ll\u0131k do\u011falgaz tasarrufunun\u00a0<strong>375 milyon metrek\u00fcp<\/strong>olmas\u0131 beklenmektedir. Tasarruf edilen bu do\u011falgaz\u0131n \u00fclkemize y\u0131ll\u0131k maliyeti ise yakla\u015f\u0131k\u00a0<strong>610 milyon TL<\/strong>\u00a0seviyesindedir.<\/p>\n<p>Kampanya \u00e7er\u00e7evesinde\u00a0<strong>300 bin<\/strong>\u00a0hane i\u00e7in y\u0131lda yakla\u015f\u0131k\u00a0<strong>400 milyon TL<\/strong>\u00a0tutar\u0131nda\u00a0<strong>KDV iadesi<\/strong>ger\u00e7ekle\u015ftirilmesi planlan\u0131yor. Dolay\u0131s\u0131yla kampanya ile devletin her y\u0131l\u00a0<strong>200 milyon TL\/y\u0131l<\/strong>olmak \u00fczere, toplam\u00a0<strong>1,2 milyar TL<\/strong>\u2019nin \u00fczerinde kazanc\u0131n\u0131n olmas\u0131 bekleniyor. Ayr\u0131ca kampanya b\u00fcnyesinde y\u00fcr\u00fct\u00fclecek yal\u0131t\u0131m uygulamalar\u0131yla sa\u011flanacak istihdam\u0131n ise yakla\u015f\u0131k\u00a0<strong>20 bin\u00a0<\/strong>ki\u015fiye ula\u015fmas\u0131 hedefleniyor. Kampanya s\u00fcresince elde edilebilecek toplam\u00a0<strong>3,6<\/strong>\u00a0<strong>milyar TL<\/strong>\u2019nin \u00fczerinde kazan\u00e7 s\u00f6z konusu. Bu \u00e7er\u00e7evede bir an \u00f6nce KDV iadesi i\u00e7eren kampanyan\u0131n hayata ge\u00e7irilerek \u00fclkemizde \u0131s\u0131 yal\u0131t\u0131m\u0131 seferberli\u011fi ba\u015flat\u0131lmas\u0131 gerekti\u011fine inan\u0131yoruz.<\/p>\n<h2><strong>T\u00fcm binalara \u2018Enerji Kimlik Belgesi\u2019 al\u0131nmas\u0131 gerekiyor<\/strong><\/h2>\n<p>1 Ocak 2011&#8217;de y\u00fcr\u00fcrl\u00fc\u011fegiren \u2018<strong>Binalarda Enerji Performans Y\u00f6netmeli\u011fi<\/strong>\u2019 gere\u011fince; yeni in\u015fa edilen binalar i\u00e7in\u00a0<strong>Enerji Kimlik Belgesi\u00a0<\/strong>al\u0131nmas\u0131 zorunlu oldu. Bu y\u00f6netmeli\u011fe g\u00f6re \u00fclkemizdeki t\u00fcm konutlar\u0131n\u00a0<strong>1 Ocak 2020<\/strong>\u00a0tarihine kadar Enerji Kimlik Belgesi alma zorunlulu\u011fu bulunuyor. Yeni binalar\u0131n iskan alabilmesi i\u00e7in en az C s\u0131n\u0131f\u0131 Enerji Kimlik Belgesi almalar\u0131 gerekli. Yeni binalarda C s\u0131n\u0131f\u0131 bir Enerji Kimlik Belgesi, binan\u0131n asgari mevzuat \u015fartlar\u0131n\u0131 sa\u011flad\u0131\u011f\u0131n\u0131 g\u00f6steriyor. B ve A s\u0131n\u0131flar\u0131 ise kademeli olarak mevzuat \u015fartlar\u0131n\u0131n \u00fczerinde verimli, yenilenebilir enerjiden faydalanan binalar\u0131 i\u015faret ediyor. Art\u0131k ev al\u0131rken, satarken ya da kiralarken sadece konumuna, manzaras\u0131na, oda say\u0131s\u0131na de\u011fil kimlik belgesine de bak\u0131lmal\u0131. Binalar\u0131n ne kadar enerji harcad\u0131\u011f\u0131n\u0131 g\u00f6steren Enerji Kimlik Belgesi ayn\u0131 zamanda s\u0131n\u0131f\u0131n\u0131 da belirliyor.<\/p>\n<h2><strong>Enerji Kimlik Belgesi alma maliyeti \u00e7ok d\u00fc\u015f\u00fck<\/strong><\/h2>\n<p>Enerji Kimlik Belgesi alman\u0131n maliyetinin DASK\u2019tan bile d\u00fc\u015f\u00fck. Bu belgeyi alman\u0131n maliyeti binan\u0131n \u00f6zelliklerine g\u00f6re ortalama 40 TL\u2019den ba\u015fl\u0131yor. Ayr\u0131ca \u00fclkemizde bu belgeyi verecek kurum say\u0131s\u0131 da yeterlidir. Y\u00f6netmelikler tam anlam\u0131yla uygulanmaya ba\u015flay\u0131p denetim mekanizmalar\u0131 etkili bir \u015fekilde devreye girdi\u011finde \u0131s\u0131 yal\u0131t\u0131m\u0131 uygulamalar\u0131n\u0131n, vatanda\u015fa, sekt\u00f6re ve \u00fclkemiz ekonomisine katk\u0131s\u0131 b\u00fcy\u00fck olacak.<\/p>\n<h2><strong>Deprem ger\u00e7e\u011fi ile su yal\u0131t\u0131m ili\u015fkisini kamuoyuna anlatmay\u0131 g\u00f6rev edindik<\/strong><\/h2>\n<p><strong><br \/>\n<\/strong>\u0130ZODER olarak, \u00fclkemizdeki deprem ger\u00e7e\u011fi ve yal\u0131t\u0131m konusunda kamuoyunu bilin\u00e7lendirmeyi g\u00f6rev edindik. Yap\u0131lar\u0131m\u0131za suyun n\u00fcfuz etmesi durumunda, ta\u015f\u0131y\u0131c\u0131 elemanlarda bulunan demir donat\u0131lar korozyona maruz kalarak paslan\u0131yor ve binalar\u0131m\u0131z\u0131n \u00f6mr\u00fc ve dayan\u0131kl\u0131l\u0131\u011f\u0131 azal\u0131yor. 17 A\u011fustos Marmara Depremi sonras\u0131nda \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi Hasar Tespit Komisyonu taraf\u0131ndan yap\u0131lan incelemeler sonucu<strong>, y\u00fczde 79<\/strong>\u2019u hasarl\u0131 bulunan\u00a0<strong>55 bin 651<\/strong>\u00a0konut ve i\u015fyerinin\u00a0<strong>y\u00fczde 64<\/strong>\u2019\u00fcnde korozyon tespit edilmesi de su yal\u0131t\u0131m\u0131n\u0131n \u00f6nemini ortaya koyuyor.<\/p>\n<h2><strong>Su yal\u0131t\u0131m\u0131 y\u00f6netmeli\u011fine uymayan binalara ruhsat verilmeyecek<\/strong><\/h2>\n<p>Deprem ku\u015fa\u011f\u0131nda yer alan \u00fclkemizde, can ve mal g\u00fcvenli\u011fini sa\u011flayabilmek i\u00e7in al\u0131nmas\u0131 gereken en temel \u00f6nlemlerin ba\u015f\u0131nda uzun \u00f6m\u00fcrl\u00fc ve depreme dayan\u0131kl\u0131 binalar in\u015fa etmek geliyor. T\u00fcrkiye\u2019de in\u015faat sekt\u00f6r\u00fcnde b\u00fcy\u00fck bir eksikli\u011fi giderilerek, binalara dayan\u0131kl\u0131l\u0131k, kalite ve konfor kazand\u0131racak \u2018<strong>Binalarda Su Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi\u2019 1 Haziran 2018<\/strong>\u00a0tarihi itibar\u0131yla y\u00fcr\u00fcrl\u00fc\u011fe girdi. \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan, destek ve giri\u015fimlerimizle mevzuattaki eksikleri gidermek \u00fczere haz\u0131rlanan yeni y\u00f6netmelikle su yal\u0131t\u0131m\u0131n\u0131n yeni binalarda uygulanmas\u0131 zorunlu hale getirildi. Yeni yap\u0131lan binalarda bu y\u00f6netmelikte \u00f6ng\u00f6r\u00fclen esaslara uyulmad\u0131\u011f\u0131n\u0131n tespit edilmesi h\u00e2linde, bu eksiklikler giderilinceye kadar binaya yap\u0131 kullanma izin belgesi verilmeyecek.<\/p>\n<h2><strong>G\u00fcr\u00fclt\u00fcden olumsuz etkilerden ses yal\u0131t\u0131m\u0131 ile korunmal\u0131y\u0131z<\/strong><\/h2>\n<p>Kentsel D\u00f6n\u00fc\u015f\u00fcm Eylem Plan\u0131 konforlu ve sa\u011fl\u0131kl\u0131 binalarda ya\u015famak i\u00e7in \u00e7ok \u00f6nemli bir f\u0131rsat sunuyor. G\u00fcn\u00fcm\u00fczde binalarda en \u00f6nemli sorunlardan biri de g\u00fcr\u00fclt\u00fc. Ses yal\u0131t\u0131m\u0131, i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z konutlara hitap eden ve toplumu direkt ilgilendiren, \u00e7ok \u00f6nemli bir konu. Bug\u00fcn ya\u015fam\u0131m\u0131z\u0131n her alan\u0131nda, fark\u0131nda olmadan g\u00fcr\u00fclt\u00fcye maruz kal\u0131yor ve bu durumun olumsuz etkilerini daha fazla hissediyoruz. Yeni d\u00fczenlemeyle, \u015fehir hayat\u0131n\u0131n en b\u00fcy\u00fck sorunlar\u0131ndan biri olan g\u00fcr\u00fclt\u00fc kirlili\u011fine kar\u015f\u0131 binalarda kullan\u0131lan yal\u0131t\u0131m sistemlerinin teknik kurallar\u0131 belirlendi.
