Sao Paulo Mimarl\u0131k Bienali<\/strong>\u2019nde sergilenmeye ba\u015flad\u0131. D\u00fcnyan\u0131n en sayg\u0131n mimarl\u0131k bienalleri aras\u0131nda g\u00f6sterilen Sao Poulo Mimarl\u0131k Bienali\u2019ne T\u00fcrkiye\u2019den davet edilen ilk proje olan IPL, \u0130stanbul\u2019un tarihi mekanlar\u0131ndaki otoparklara dair yeni bir okuma sunuyor.<\/p>\n<p><strong>12. Sao Paulo Mimarl\u0131k Bienali (IABSP)<\/strong>\u00a0Brezilya\u2019n\u0131n Sao Paulo \u015fehrinde yer alan ve modern mimarl\u0131k tarihinin ikonik yap\u0131lar\u0131ndan birisi olarak g\u00f6sterilen CCSP-Sao Paulo K\u00fclt\u00fcr Merkezi i\u00e7erisinde 10 Eyl\u00fcl\u2019de kap\u0131lan\u0131 a\u00e7t\u0131. K\u00fcrat\u00f6rler Vanessa Grossman, Charlotte Malterre-Barthes ve Ciro Miguel\u2019\u0131n belirledi\u011fi \u2018Everyday\u2019 (Her g\u00fcn\/G\u00fcndelik) temas\u0131yla d\u00fcnyan\u0131n farkl\u0131 \u00fclkerinden yap\u0131lan 760 proje ba\u015fvurusunun de\u011ferlendirildi\u011fi bienalde, se\u00e7ici kurulun a\u00e7\u0131klad\u0131\u011f\u0131 70 proje sergileniyor.<\/p>\n<p><strong>\u2018KPM Kerem Piker Mimarl\u0131k\u2019<\/strong>\u00a0taraf\u0131ndan foto\u011fraf sanat\u00e7\u0131s\u0131 Emre D\u00f6rter ve mimar Ekin Erar\u2019\u0131n i\u015f birli\u011fi ile haz\u0131rlanan IPL (Informal Parking Lots of \u0130stanbul) isimli ara\u015ft\u0131rma projesi, se\u00e7ilen 70 projenin aras\u0131nda yer al\u0131rken IPL ayn\u0131 zamanda T\u00fcrkiye\u2019den Sao Paulo Mimarl\u0131k Bienali\u2019ne davet edilen ilk proje olma \u00f6zelli\u011fini de ta\u015f\u0131yor.\u00a0<strong>\u2018KPM kerem piker mimarl\u0131k\u2019 IPL \u00c7al\u0131\u015fma Grubu<\/strong>\u00a0Alev I\u015f\u0131k, Baran Aybars, Behice \u00d6zer, Berk Hot, Bilge Ay, Duygu Bing\u00fcl Ayd\u0131n, Kerem Piker, Miray T\u00fcrko\u011flu, \u00d6yk\u00fc \u015eim\u015fek ve Sinem Burhan\u2019dan olu\u015fuyor.<\/p>\n<p><strong>\u201cOtoparklar g\u00fcndelik hayat\u0131n \u00fcretti\u011fi birer altyap\u0131 projesine d\u00f6n\u00fc\u015f\u00fcyor\u201d<\/strong><\/p>\n<p>Bienal\u2019de IPL projesiyle mimarl\u0131k d\u00fcnyas\u0131na \u2018\u0130stanbul size o kadar da uzak de\u011fil\u2019 mesaj\u0131n\u0131 verdiklerini kaydeden\u00a0<strong>KPM Mimarl\u0131k\u2019\u0131n kurucusu Kerem Piker<\/strong>, \u0130stanbul\u2019da otoparklar\u0131n mimari bir tasar\u0131m problemi oldu\u011funun alt\u0131n\u0131 \u00e7izdi. Projenin geli\u015fim s\u00fcrecini anlatan\u00a0<strong>Kerem Piker<\/strong>, \u2018\u2019\u0130stanbul\u2019da g\u00fcndelik hayat, irrasyonelin rasyonelle\u015ftirilebilmesi diyebilece\u011fimiz \u00f6zg\u00fcn \u00e7\u00f6z\u00fcmleri \u00fcretmek konusunda son derece mahir. Salt iki \u201ckahya\u201d ile y\u00f6netilen a\u00e7\u0131k alan otoparklar\u0131 (INFORMAL PARKING LOT _ IPL), kentin en kritik b\u00f6lgelerinde yer alan parsel art\u0131klar\u0131n\u0131 i\u00e7erisine rasyonel bir otopark s\u0131\u011fd\u0131rman\u0131n fiziksel olarak neredeyse imkans\u0131z, mekan ekonomisi a\u00e7\u0131s\u0131ndan iseanlams\u0131z oldu\u011fu noktalarda birer otopark vahas\u0131na d\u00f6n\u00fc\u015ft\u00fcrebiliyorlar. Hi\u00e7 bir zaman otopark olarak tarif edilmemi\u015f, planlanmam\u0131\u015f, projesi dahi \u00e7izilmemi\u015f bu \u015fekilsiz parseller b\u00f6ylelikle g\u00fcndelik hayat\u0131n \u00fcretti\u011fi birer altyap\u0131 projesine d\u00f6n\u00fc\u015f\u00fcyorlar. Modernist planlama anlay\u0131\u015f\u0131 i\u00e7erisinde asla kendine yer bulamayacak bu alanlar, kentsel ekosisteme kolayl\u0131kla uyum sa\u011flamalar\u0131n\u0131n \u00f6tesinde kendileri de birer sosyal odak haline d\u00f6n\u00fc\u015f\u00fcyorlar\u201d diye konu\u015ftu.<\/p>\n<p><strong>\u201cOtopark say\u0131s\u0131n\u0131 artt\u0131rmak sorunu \u00e7\u00f6zm\u00fcyor\u201d<\/strong><\/p>\n<p>Otopark konusunun b\u00fct\u00fcn kentler i\u00e7in \u00e7ok \u00f6nemli bir sorun oldu\u011funu vurluyan\u00a0<strong>Kerem Piker<\/strong>, \u201cKentin merkezinde otopark imkan\u0131 s\u0131n\u0131rl\u0131, ancak son y\u0131llarda \u00fczerinde tart\u0131\u015f\u0131lan en anlaml\u0131 \u00e7\u00f6z\u00fcm daha fazla otopark \u00fcretmeye y\u00f6nelmek yerine, ara\u00e7lar\u0131n kent merkezinde park etmeden hareketlerini s\u00fcrd\u00fcrmek, ara\u00e7 parklar\u0131n\u0131 toplu ta\u015f\u0131ma sistemi ile entegre \u00e7eper odaklara y\u00f6nlendirip kent i\u00e7i ula\u015f\u0131m\u0131 tramvay, metro ve benzeri rayl\u0131 sistemler a\u011f\u0131 ile y\u00f6netmek \u00fczerine. Bu t\u00fcrden altyap\u0131 projeleri esas\u0131nda kentin en \u00f6nemli projeleri olarak g\u00f6r\u00fclmeli. Tarihi mekanlar\u0131n otopark olarak kullan\u0131lmas\u0131 genellikle bu t\u00fcrden altyap\u0131 \u00e7al\u0131\u015fmalar\u0131n\u0131n yetersiz kald\u0131\u011f\u0131 noktalarda kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. Dolay\u0131s\u0131yla kentin altyap\u0131s\u0131na y\u00f6nelik bu t\u00fcrden hamleleri \u00fcretip s\u00fcrekli olarak geli\u015ftirmeden salt cezai yapt\u0131r\u0131mlarla \u00e7\u00f6z\u00fcm \u00fcretilebilece\u011fini d\u00fc\u015f\u00fcnemiyorum. Bence \u00e7\u00f6z\u00fcm daha fazla otopark yapmak de\u011fil, otoparka ihtiya\u00e7 duymadan seyahat edebilmeyi sa\u011flayan, yani toplu ta\u015f\u0131n ara\u00e7lar\u0131n\u0131n seyahat s\u00fcrelerini ve ko\u015fullar\u0131n\u0131 iyile\u015ftiren sistemlere y\u00f6nelmek\u201d \u015feklinde konu\u015ftu.<\/p>\n<p><strong>K\u00e2hya otoparklar\u0131<\/strong><\/p>\n<p>IPL olarak tarif edilen \u2018Kahya Otoparklar\u0131\u2019n\u0131n bir \u00e7\u00f6z\u00fcm olabilece\u011fini ifade eden\u00a0<strong>Kerem Piker<\/strong>, \u201c\u0130deal bir otopark\u0131n yap\u0131s\u0131, \u00f6l\u00e7\u00fclerini ara\u00e7lar\u0131n boyutlar\u0131ndan ve manevra mesafelerinden alan bir yap\u0131 t\u00fcr\u00fc. Ara\u00e7 manevra alanlar\u0131 ve park alanlar\u0131n\u0131n boyutlar\u0131 o kadar standartla\u015fm\u0131\u015f \u00f6l\u00e7\u00fcler ki, bu b\u00fcy\u00fckl\u00fcklerin de\u011fi\u015ftirilmesi teklif dahi edilemeyecek kadar kat\u0131la\u015fm\u0131\u015f normlar. Bu normlar\u0131 g\u00f6zeten bir otopark yap\u0131s\u0131 in\u015fa etmeniz i\u00e7in ihtiya\u00e7 duydu\u011funuz boyutlar ise \u00e7o\u011fu zaman tarihi kentin i\u00e7erisinde bulunamayacak irilikte bo\u015fluklar gerektiriyor. \u0130\u015fte bu noktada kahya otoparklar\u0131 devreye giriyor\u201d dedi ve \u015f\u00f6yle devam etti: \u201c\u00c7al\u0131\u015fmam\u0131z\u0131n temelinde de anlatt\u0131\u011f\u0131m\u0131z, modern kentin maceras\u0131nda otopark denilen yap\u0131 t\u00fcr\u00fc \u00f6nemli bir rol oynuyor. Bizim \u00e7al\u0131\u015fmam\u0131z\u0131n oda\u011f\u0131nda yer alan bu t\u00fcrden otoparklar, IPL ya da kahya otoparklar\u0131, genellikle bir t\u00fcr kusur olarak g\u00f6r\u00fcl\u00fcyorlar. Oysa kentin kendi kendine \u00fcretti\u011fi bu \u00e7\u00f6z\u00fcm, kentsel bir stratejiye d\u00f6n\u00fc\u015ft\u00fcr\u00fclebilirse, ciddi bir potansiyele sahip olduklar\u0131 iddia edilebilir. Herhangi bir in\u015fai faaliyet gerektirmeden salt zemine \u00e7ak\u0131l serilerek dahi uygulanabilen k\u00e2hya otoparklar\u0131 s\u00f6zgelimi kentin yer alt\u0131 su kaynaklar\u0131na ya\u011fmur suyunun eri\u015fimi konusunda son derece ideal \u00e7\u00f6z\u00fcmler. Giderleri salt \u00e7al\u0131\u015fanlar\u0131n paylar\u0131ndan ve alan\u0131n kiras\u0131ndan ibaret. Ekonomik olarak k\u00e2rl\u0131l\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrd\u00fckleri s\u00fcrece biti\u015fik nizam adalar\u0131n aras\u0131nda do\u011fal hava ak\u0131mlar\u0131n\u0131n ve g\u00fcn \u0131\u015f\u0131\u011f\u0131n\u0131n yay\u0131lmas\u0131na imkan veren birer bo\u015fluk olarak kalmay\u0131 da s\u00fcrd\u00fcr\u00fcyorlar.\u201d<\/p>\n<p>D\u00fcnyan\u0131n farkl\u0131 \u00fclkelerinden se\u00e7ilen bir \u00e7ok projenin sergilendi\u011fi 12.
