T\u00fcrkiye\u2019nin b\u00fcy\u00fcmesini s\u00fcrd\u00fcr\u00fcp; Cumhurba\u015fkan\u0131m\u0131z\u0131n s\u00fcrekli belirtti\u011fi katma de\u011ferli milli sanayi \u00fcretimi, daha iyi e\u011fitim, adalet ve e\u011fitim reformlar\u0131 ve daha iyi demokrasi gibi yap\u0131sal reformlar\u0131 yapmas\u0131; orta gelir tuza\u011f\u0131ndan kurtulmas\u0131 ve k\u0131sa vadeli bor\u00e7 bask\u0131s\u0131ndan kurtulmas\u0131 i\u00e7in ek 100 milyar dolara ihtiyac\u0131 var.<\/p>\n<p>Bu kampanya ile belirli bir s\u00fcrede 400 bin ki\u015fiye 250,000 dolardan ev satsak 100 milyar dolar d\u00f6viz toplar\u0131z. 400.000 ki\u015fi aileleri ile 1,5 milyon ki\u015fi yapar zaten 4 milyon Suriyeli karde\u015fimize bakan bir \u00fclke i\u00e7in bu rakam y\u00f6netilebilir. Bu yolla \u00e7evremizdeki \u00fclkelerde ya\u015fayan orta direk M\u00fcsl\u00fcmanlar\u0131n huzur liman\u0131 bir \u00fclke oluruz. Ancak bu gelirin s\u00fcrd\u00fcr\u00fclebilir olmas\u0131 i\u00e7in devletin &#8220;\u00f6n \u00f6demeli konutlar\u0131&#8221; yani hemen tapu al\u0131namayan yeni in\u015faatlar\u0131 da in\u015faat \u015firketlerinden gerekli bitirme teminatlar\u0131n\u0131 alarak yabanc\u0131ya sat\u0131\u015f kapsam\u0131na sokmas\u0131 gerekiyor. Aksi taktirde sadece stok azal\u0131r, y\u00fcr\u00fcyen i\u015flere faydas\u0131 olmaz. Yine leasing ile sat\u0131lan ta\u015f\u0131nmazlar\u0131 da sisteme dahil etmeliyiz&#8221; \u015feklinde d\u00fc\u015f\u00fcncelerini a\u00e7\u0131klad\u0131.<\/p>\n<p>Prof. Dr. G\u00fcrsel \u00d6ng\u00f6ren \u00c7evre ve \u015eehircilik Bakan\u0131 Say\u0131n Murat Kurum&#8217;un a\u00e7\u0131klad\u0131\u011f\u0131 imar bar\u0131\u015f\u0131 rakamlar\u0131n\u0131 ise \u015f\u00f6yle de\u011ferlendirdi: &#8220;\u0130mar bar\u0131\u015f\u0131ndan gelen yakla\u015f\u0131k 3 milyar lira hepimizi yan\u0131ltt\u0131. Eski bakan\u0131m\u0131z ve ben bunun be\u015f-on kat\u0131n\u0131 bekliyorduk. Dolar\u0131n y\u00fckseli\u015fi yar\u0131s\u0131n\u0131 g\u00f6t\u00fcrd\u00fc desek bile yakla\u015f\u0131k be\u015f kat\u0131 para ve ba\u015fvuru gelmedi. Nedenlerine bakt\u0131\u011f\u0131m\u0131zda en \u00f6nemli sorun; ikinci a\u015fama olan kat m\u00fclkiyetine ge\u00e7i\u015fte veya cins de\u011fi\u015fikli\u011finde o binada oturan ki\u015filerin tamam\u0131n\u0131n oybirli\u011fi ile onay\u0131n\u0131 alma yasal zorunlulu\u011fu.<\/p>\n<p>Burada da kentsel d\u00f6n\u00fc\u015f\u00fcm gibi ikili bir yasal de\u011fi\u015fiklik gerekiyor. \u0130lk olarak oybirli\u011fi yerine 2\/3 veya daha da iyisi %51 arsa pay\u0131 \u00e7o\u011funlu\u011fu onay\u0131 yeterli say\u0131lmal\u0131 veikinci olarak e\u011fer ba\u015fkalar\u0131n\u0131n ortak alanlar\u0131 ve arsalar\u0131 kullan\u0131lm\u0131\u015fsa buna kar\u015f\u0131l\u0131k belediye emlak vergi de\u011ferinin alt\u0131nda olmamak kayd\u0131yla SPK denetimli de\u011ferleme \u015firketinin belirledi\u011fi de\u011ferin hak sahiplerine da\u011f\u0131t\u0131lmak \u00fczere bankaya depo edilmesinin yasaya eklenmesi gerekiyor. Biliyorsunuz kul hakk\u0131 yiyenin bu d\u00fcnyada ve ahirette durumu zor. Devlet, kul hakk\u0131 yenmesin diye bu konuyu oybirli\u011fi yoluyla kapatmak yerine d\u00fcnyadaki bireyden ziyade kamuyu \u00f6ne \u00e7\u0131karan yeni m\u00fclkiyet rejimine ve adalete uygun \u00e7\u00f6z\u00fcmler bulmal\u0131d\u0131r. Bir iki k\u00fc\u00e7\u00fck dokunu\u015f ile \u0130mar Bar\u0131\u015f\u0131 Kanunu de\u011fi\u015ftirilirse hedefledi\u011fimiz o g\u00fcnk\u00fc tahmini gelire TL cinsinden ula\u015fabiliriz.&#8221;<\/p>\n<p>Kentsel D\u00f6n\u00fc\u015f\u00fcm ve Hukuk Platformu Ba\u015fkan\u0131 Prof. Dr. G\u00fcrsel \u00d6ng\u00f6ren a\u00e7\u0131klamalar\u0131n\u0131 \u015fu \u015fekilde tamamlad\u0131:<\/p>\n<p>&#8220;Netice olarak imar bar\u0131\u015f\u0131n\u0131n Devlet&#8217;e gelir sa\u011flamas\u0131 ve vatanda\u015flar\u0131 birbiriyle adalet terazisinde uzla\u015ft\u0131rabilmesi i\u00e7in, Ekimde Meclis a\u00e7\u0131l\u0131nca Kanunda de\u011fi\u015fiklik yap\u0131lmas\u0131 gerekiyor. D\u00fcn \u0130mar Bar\u0131\u015f\u0131 Tebli\u011findeki de\u011fi\u015fiklikler yararl\u0131 ama bunun gibi temel konular\u0131 kapsam\u0131yor. \u00d6te yandan gayrimenkul ve in\u015faat sekt\u00f6r\u00fcn\u00fcn geli\u015fmesi i\u00e7in u\u011fra\u015fan t\u00fcm sivil toplum kurulu\u015flar\u0131n\u0131n ortak dile\u011fi; yabanc\u0131ya m\u00fclk sat\u0131\u015f\u0131 kar\u015f\u0131l\u0131\u011f\u0131 ikamet ve vatanda\u015fl\u0131k verilmesi s\u0131n\u0131r bedelinin 250.000 dolara \u00e7ekilmesi idi.<\/p>\n<p>Uzun s\u00fcredir dile getirilen b\u00f6yle bir reformist yakla\u015f\u0131m\u0131n\u0131n Bakan\u0131m\u0131z Say\u0131n Murat Kurum vesilesiyle ya\u015fama ge\u00e7irilmesi ile mutlu olduk. Kom\u015fu \u00fclkelerin orta ve \u00fcst\u00fc gelirli vatanda\u015flar\u0131n\u0131 ba\u011fr\u0131m\u0131za basmaya bu yolla da devam edece\u011fiz.
