Arsa pay\u0131 oran\u0131n\u0131n yan\u0131 s\u0131ra yeni daireler i\u00e7in \u00f6ng\u00f6r\u00fclen metrekare fiyat\u0131, in\u015faat\u0131n kalitesi ve m\u00fcteahhit firman\u0131n referanslar\u0131n\u0131n da de\u011ferlendirilmesi gerekti\u011fini vurgulayan Son, se\u00e7ilecek m\u00fcteahhitin Bakanl\u0131k taraf\u0131ndan onayl\u0131 olmas\u0131 gerekti\u011fine ve g\u00fcvenlik i\u00e7in iskan belgesi al\u0131nmas\u0131n\u0131n \u00f6nemine dikkat \u00e7ekti.<br \/>\n<\/i><\/strong><\/p>\n<p>Yap\u0131la\u015fman\u0131n h\u0131zl\u0131 bir \u015fekilde ilerledi\u011fi T\u00fcrkiye\u2019de kalitesiz ve g\u00fcvensiz konutlar\u0131n say\u0131s\u0131 az\u0131msanmayacak kadar fazla. \u00dclkemizin y\u00fcz\u00f6l\u00e7\u00fcm\u00fcn\u00fcn y\u00fczde 92&#8217;sinin deprem ku\u015fa\u011f\u0131nda bulundu\u011funu ve n\u00fcfusun y\u00fczde 95&#8217;inin deprem tehdidi alt\u0131nda ya\u015fad\u0131\u011f\u0131n\u0131 hat\u0131rlatan\u00a0<strong>\u00c7ukurova Gayrimenkul Y\u00f6netim Kurulu Ba\u015fkan\u0131 Tamer Son<\/strong>, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n verilerine g\u00f6re T\u00fcrkiye\u2019de yakla\u015f\u0131k 20 milyon konut bulundu\u011funu ifade etti. 2000 y\u0131l\u0131 sonras\u0131nda in\u015fa edilen konutlar hari\u00e7 tutuldu\u011funda geriye kalan 14 milyon civar\u0131ndaki konutun afet riski ta\u015f\u0131d\u0131\u011f\u0131na dikkat \u00e7eken Son, malzeme kalitesi yeterli \u00f6l\u00e7\u00fcde olmayan ve m\u00fchendislik hizmeti almam\u0131\u015f ka\u00e7ak yap\u0131lar dahil olmak \u00fczere deprem dayan\u0131kl\u0131l\u0131\u011f\u0131 d\u00fc\u015f\u00fck yakla\u015f\u0131k 7,5 milyon konutun ise acilen yenilenmesi gerekti\u011fini vurgulad\u0131. Kentsel d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda kaliteli ve uzun \u00f6m\u00fcrl\u00fc binalar \u00fcretilmesinde m\u00fcteahhitler kadar arsa sahiplerinin de sorumlu oldu\u011funu ifade eden Tamer Son, arsa sahiplerine m\u00fcteahhit se\u00e7erken dikkat etmeleri gereken kriterlerle ilgili \u00f6nemli tavsiyelerde bulundu.<\/p>\n<p><strong>1- G\u00fcvenlik i\u00e7in iskan belgesi \u015fart<\/strong><\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinde binas\u0131n\u0131 yeniletmek isteyen arsa sahipleri i\u00e7in iskan konusunun son derece \u00f6nemli oldu\u011funu belirten Tamer Son; \u201cM\u00fcteahhit firmadan mutlaka iskan al\u0131nmas\u0131 talep edilmeli. Hayata ge\u00e7irilecek yap\u0131n\u0131n imar kanunlar\u0131 \u00e7er\u00e7evesinde uygulanmas\u0131 ve bu \u00e7er\u00e7evede iskan\u0131n al\u0131nmas\u0131 \u00e7ok hassas bir konu. \u0130skan belgesi belediyeler taraf\u0131ndan, binan\u0131n ruhsattaki \u015fartlara uygun olup olmad\u0131\u011f\u0131 ve sa\u011flaml\u0131\u011f\u0131 gibi \u00f6nemli hususlar\u0131n kontrol edilmesinin ard\u0131ndan verildi\u011fi i\u00e7in t\u00fcketicilerin kendi g\u00fcvenlikleri ad\u0131na bu konuya \u00f6zen g\u00f6stermelerini \u00f6neriyoruz\u201d dedi.<\/p>\n<p><strong>2- M\u00fcteahhit Bakanl\u0131k taraf\u0131ndan onayl\u0131 olmal\u0131<\/strong><\/p>\n<p>Arsa sahiplerinin dikkat etmesi gereken bir di\u011fer konunun ise bakanl\u0131ktan al\u0131nm\u0131\u015f lisans belgesi oldu\u011funun alt\u0131n\u0131 \u00e7izen Son; \u201cBir m\u00fcteahhitin kentsel d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda proje ger\u00e7ekle\u015ftirebilmesi i\u00e7in \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan verilen m\u00fcteahhitlik lisans\u0131n\u0131n olmas\u0131 gerekiyor. Ma\u011fdur olmamak ad\u0131na bina sahiplerinin linans konusunu da incelemeleri faydal\u0131 olur\u201d diye konu\u015ftu.<\/p>\n<p><strong>3- Referanslar ara\u015ft\u0131r\u0131lmal\u0131<\/strong><\/p>\n<p>M\u00fcteahhit firman\u0131n in\u015faat kalitesini ve beyanlar\u0131n\u0131n do\u011frulu\u011funu tespit etmek i\u00e7in referanslar\u0131n\u0131n ara\u015ft\u0131r\u0131lmas\u0131 gerekti\u011fini s\u00f6yleyen Son, \u201cKentsel d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda anla\u015fma sa\u011flanacak m\u00fcteahhit firman\u0131n ge\u00e7mi\u015f projelerini m\u00fcmk\u00fcnse yerinde g\u00f6rerek in\u015faat kalitesini incelemek, taahh\u00fctlerini yerine getirip getirmedi\u011fine, projelerini zaman\u0131nda teslim edip etmedi\u011fine ve projelerin prim oran\u0131na bakmak olduk\u00e7a \u00f6nemli\u201d dedi.<\/p>\n<p><strong>4- Metrekare fiyat\u0131na bak\u0131lmal\u0131<\/strong><\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecini ciddi anlamda yava\u015flatan en \u00f6nemli unsurlardan birinin arsa pay\u0131 \u00e7\u0131kmaz\u0131 oldu\u011funun alt\u0131n\u0131 \u00e7izen Son, arsa sahiplerinin kat kar\u015f\u0131l\u0131\u011f\u0131 projelerde sadece arsa pay\u0131 oran\u0131n\u0131 dikkate almalar\u0131n\u0131n hatal\u0131 kararlara neden olabilece\u011fini belirtti. Arsa pay\u0131 oran\u0131 ile birlikte de\u011ferlendirilmesi gereken \u00f6nemli kriterlerden birinin bina tesliminde \u00f6ng\u00f6r\u00fclen daire metrekare fiyat\u0131 oldu\u011funu vurgulayan Son, s\u00f6zlerine \u015f\u00f6yle devam etti; \u201cBir firma standartlar\u0131n \u00fczerinde y\u00fcksek arsa pay\u0131 verdi\u011finde mecburen kaliteden feragat etmek zorunda kal\u0131r.
