Ancak, \u00f6zellikle may\u0131s ve haziran aylar\u0131nda kamu bankalar\u0131n\u0131n konut kredisi faizini y\u00fczde 0,98&#8217;e \u00e7ekmesi sat\u0131\u015flar\u0131m\u0131zda canlanmaya yol a\u00e7t\u0131. Bizim de sundu\u011fumuz kampanyalarla ilk alt\u0131 ay\u0131n kapan\u0131\u015f\u0131 y\u00fcz g\u00fcld\u00fcr\u00fcc\u00fc oldu.<\/p>\n<p>\u0130kinci alt\u0131 aya ise \u00e7ok \u00f6nemli bir geli\u015fmeyle, yeni &#8216;Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Modeli&#8217; ile giri\u015f yapt\u0131k. Yeni d\u00f6nemde gerek para ve mali politikalarda at\u0131lacak rasyonel ad\u0131mlar gerekse orta ve uzun vadede ger\u00e7ekle\u015ftirilecek yap\u0131sal reformlarla, ekonominin h\u0131zl\u0131 bir \u015fekilde toparlanaca\u011f\u0131na ve di\u011fer geli\u015fmekte olan \u00fclkeler aras\u0131nda pozitif olarak ayr\u0131\u015faca\u011f\u0131na inan\u0131yorum. \u0130lk \u00fc\u00e7 ay\u0131n sistem kurma s\u00fcreci olarak ge\u00e7ece\u011fini, ekim ay\u0131ndan itibaren ise hem genel ekonomide hem de in\u015faat sekt\u00f6r\u00fcnde pozitif geli\u015fmelerin g\u00f6r\u00fcn\u00fcr hale gelece\u011fini d\u00fc\u015f\u00fcn\u00fcyorum&#8221; diye konu\u015ftu.<\/p>\n<h3><strong>&#8220;Y\u0131ll\u0131k 1 milyon konutun \u00fcretilmesi bir ihtiya\u00e7t\u0131r&#8221;<\/strong><\/h3>\n<p>\u0130n\u015faat sekt\u00f6r\u00fcn\u00fcn 200 civar\u0131nda farkl\u0131 alt sekt\u00f6re i\u015f alan\u0131 a\u00e7t\u0131\u011f\u0131na ve GSMH\u2019n\u0131n do\u011frudan y\u00fczde 9\u2019unu dolayl\u0131 olarak da y\u00fczde 30\u2019unu olu\u015fturdu\u011funa dikkat \u00e7eken Apayd\u0131n, \u00fclkenin organik b\u00fcy\u00fcmesi her y\u0131l ortalama 600 bin yeni konutun \u00fcretilmesi gere\u011fini do\u011furdu\u011funu belirtti.<\/p>\n<p>Apayd\u0131n &#8220;\u00d6zellikle deprem riski nedeniyle kentsel d\u00f6n\u00fc\u015f\u00fcme tabi tutulmas\u0131 gereken konut say\u0131s\u0131n\u0131n 6-7 milyon civar\u0131nda oldu\u011fu ve bunlar\u0131n da asl\u0131nda en k\u0131sa s\u00fcrede d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi zorunlulu\u011fu d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde in\u015faat sekt\u00f6r\u00fcndeki geli\u015fim ihtiyac\u0131 \u00e7ok \u00fcst d\u00fczeyde mevcuttur. Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn 15 y\u0131lda tamamlanaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcl\u00fcrse her y\u0131l ortalama 400 bin adet konut da bu anlamda \u00fcretilmelidir. Yani normal \u015fartlarda her y\u0131l yakla\u015f\u0131k 1 milyon adet konutun \u00fcretilmesi \u00fclkemiz i\u00e7in reel bir ihtiya\u00e7t\u0131r ve bu potansiyel d\u00fcnyada pek az \u00fclkede bulunabilir&#8221; dedi.<\/p>\n<h3><strong>&#8220;Faizler kal\u0131c\u0131 olarak y\u00fczde 1&#8217;i alt\u0131na indirilmeli&#8221;<\/strong><\/h3>\n<p>Sekt\u00f6r\u00fcn hedeflerine h\u0131zl\u0131 bir \u015fekilde ula\u015fabilmesi i\u00e7in bir tak\u0131m iyile\u015ftirilmelere ihtiya\u00e7 oldu\u011funu s\u00f6yleyen Apayd\u0131n \u015fu \u00f6nerilerde bulundu: &#8220;\u00d6zellikle i\u015f ve yat\u0131r\u0131m ortam\u0131n\u0131n iyile\u015ftirilmesi amac\u0131yla b\u00fcrokratik onay ve izin s\u00fcre\u00e7lerinin h\u0131zland\u0131r\u0131lmas\u0131, kentsel d\u00f6n\u00fc\u015f\u00fcm sorunsal\u0131n\u0131n mutlaka bir makro plan \u00e7er\u00e7evesinde ele al\u0131nmas\u0131, yap\u0131 izin ve ruhsat al\u0131mlar\u0131n\u0131n kolayla\u015ft\u0131r\u0131lmas\u0131 ve maliyetlerinin makul seviyelere \u00e7ekilmesi, alt yap\u0131 yat\u0131r\u0131mlar\u0131n\u0131n tamamlanmas\u0131 ve yabanc\u0131lara gayrimenkul sat\u0131\u015flar\u0131ndaki te\u015fvik uygulamalar\u0131 gibi bir dizi konuda iyile\u015ftirilmeler yap\u0131lmas\u0131 \u00e7ok yararl\u0131 olacakt\u0131r.<\/p>\n<p>Ayr\u0131ca bir di\u011fer \u00e7ok \u00f6nemli husus, son d\u00f6nemde a\u015f\u0131r\u0131 artan konut kredisi faiz oranlar\u0131 ve bankalar\u0131n kredi verirken \u00e7ok se\u00e7ici davranmas\u0131d\u0131r. Bu durum sekt\u00f6rdeki sat\u0131\u015flar\u0131 olduk\u00e7a olumsuz y\u00f6nde etkilemektedir. Konut kredisi faiz oranlar\u0131 kal\u0131c\u0131 olarak psikolojik e\u015fik olan y\u00fczde 1\u2019in alt\u0131na \u00e7ekilebilmelidir. KDV oranlar\u0131ndaki iyile\u015fme kal\u0131c\u0131 k\u0131l\u0131nmal\u0131 ve KDV iadesi s\u00fcreci h\u0131zland\u0131r\u0131lmal\u0131d\u0131r.
