Bu a\u00e7\u0131dan imar bar\u0131\u015f\u0131 \u00e7ok b\u00fcy\u00fck bir \u00f6nem ta\u015f\u0131yor. Vatanda\u015f\u0131n y\u0131llard\u0131r \u00e7\u00f6z\u00fcm bekledi\u011fi sorunlar\u0131 ortadan kald\u0131ran imar bar\u0131\u015f\u0131, yaratt\u0131\u011f\u0131 gelirle de kentsel d\u00f6n\u00fc\u015f\u00fcme h\u0131z kazand\u0131racak\u201d dedi.<\/p>\n<h3><strong>2 milyon 856 bin ki\u015fi sisteme giri\u015f yapt\u0131, 1 milyon 300 bin ki\u015fi ba\u015fvurdu<\/strong><\/h3>\n<p>T\u00fcrkiye&#8217;de imara ayk\u0131r\u0131 yap\u0131lardan kaynaklanan ve y\u0131llard\u0131r kangren haline gelmi\u015f olan imar sorununu, bir y\u0131ld\u0131r y\u00fcr\u00fctt\u00fckleri \u00e7al\u0131\u015fmalar\u0131n ard\u0131ndan imar bar\u0131\u015f\u0131 ile \u00e7\u00f6z\u00fcm getirdiklerini a\u00e7\u0131klayan<strong>\u00a0\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 M\u00fcste\u015far Yard\u0131mc\u0131s\u0131 M\u00fccahit Demirta\u015f,<\/strong>\u00a0\u201cKentsel d\u00f6n\u00fc\u015f\u00fcmle ilgili \u00e7al\u0131\u015fmalar\u0131m\u0131zda imar bar\u0131\u015f\u0131n\u0131n kendi i\u00e7inde bir finansman ortaya \u00e7\u0131kard\u0131\u011f\u0131n\u0131 g\u00f6rd\u00fck. \u0130mar bar\u0131\u015f\u0131yla hem vatanda\u015f\u0131n kendi binas\u0131yla ilgili sorunlar\u0131 ortadan kald\u0131r\u0131yoruz, hem de elde edilen kayna\u011f\u0131 kentsel d\u00f6n\u00fc\u015f\u00fcme aktararak, d\u00f6n\u00fc\u015f\u00fcme h\u0131z veriyoruz\u201d diye konu\u015ftu.<\/p>\n<p><strong>Demirta\u015f\u00a0<\/strong>konu\u015fmas\u0131n\u0131 \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc: \u201cHem bayram, hem se\u00e7im atmosferi nedeniyle \u00e7ok fazla duyurusunu yapamad\u0131k ancak \u015fimdiden 2 milyon 856 bin ki\u015fi sisteme giri\u015f yapt\u0131, 1 milyon 300 bin ki\u015fi ise ba\u015fvuruda bulundu. G\u00fcnl\u00fck 50-60 bin kay\u0131t yap\u0131l\u0131yor. e-Devlet \u00fczerinden sisteme giri\u015f yaparak, herkes k\u0131sa s\u00fcrede ve kolayca ba\u015fvuruda bulunabiliyor. Yine de e-devlet \u00fczerinden ba\u015fvurusunu yapamayan vatanda\u015flar\u0131m\u0131z i\u00e7in b\u00fct\u00fcn il m\u00fcd\u00fcrl\u00fcklerimiz haz\u0131r durumdalar. Vatanda\u015flar\u0131m\u0131z 39 il\u00e7ede 40 noktada imar ba\u015f\u0131r\u0131 merkezlerinden, bakanl\u0131\u011f\u0131m\u0131z\u0131n web sitesinden detayl\u0131 bilgi alabiliyor. Ayr\u0131ca imar bar\u0131\u015f\u0131na \u00f6zel hat kuruldu, 0 212 318 41 00 numaral\u0131 telefondan da imar bar\u0131\u015f\u0131yla ilgili t\u00fcm sorulara cevap bulunabilecek\u201d<\/p>\n<h3><strong>Ba\u015fvuruda son tarih 31 Ekim, \u00f6deme de 31 Aral\u0131k<\/strong><\/h3>\n<p>\u0130mar bar\u0131\u015f\u0131 ile vatanda\u015f\u0131n y\u0131llard\u0131r \u00e7\u00f6z\u00fclmesini bekledi\u011fi sorunlar\u0131 ortadan kald\u0131rd\u0131klar\u0131n\u0131 s\u00f6ylenen<strong>\u00a0\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 \u0130stanbul \u0130l M\u00fcd\u00fcr\u00fc Dr. Av. Veli B\u00f6ke,\u00a0<\/strong>sistemin t\u00fcm detaylar\u0131n\u0131 \u015fu \u015fekilde payla\u015ft\u0131:<\/p>\n<p>&#8220;Vatanda\u015f ile belediyeler aras\u0131nda ortaya \u00e7\u0131kan imardan kaynakl\u0131 sorunlar, mahkemelerde s\u00fcre\u00e7lerin uzamas\u0131, belediyeler imara ayk\u0131r\u0131 yap\u0131larla ilgili y\u0131k\u0131m i\u015flemini ger\u00e7ekle\u015ftirirken ya\u015fanan zorluklar, vatanda\u015flar\u0131n bu ihtilaflardan dolay\u0131 oturduklar\u0131 evlerine su, elektrik, do\u011falgaz ba\u011flatamamalar\u0131 ya da ka\u00e7ak kullan\u0131m yapmalar\u0131 sebebiyle imar bar\u0131\u015f\u0131na ihtiya\u00e7 duyulmu\u015ftur.<\/p>\n<p>\u0130mar bar\u0131\u015f\u0131 kapsam\u0131nda verdi\u011fimiz yap\u0131 kay\u0131t belgesi ile vatanda\u015f\u0131n y\u0131k\u0131m endi\u015fesini ortadan kald\u0131r\u0131yoruz. Su, elektrik ve do\u011falgaz ba\u011flatmak isteyenlere, bu belge ile imkan sa\u011fl\u0131yoruz. Belediyenin, imar kanunu kapsam\u0131nda al\u0131nm\u0131\u015f y\u0131k\u0131m kararlar\u0131 ile tahsil edilemeyen idari para cezalar\u0131n\u0131 da iptal ediyoruz. Bu konularda ba\u015fvuran vatanda\u015flar\u0131m\u0131zla hemen bar\u0131\u015f\u0131yoruz.<\/p>\n<p>Bir de \u2018kullan\u0131m maksad\u0131 de\u011fi\u015fiklikleri de dahil olmak \u00fczere tapuda cins de\u011fi\u015fikli\u011fi ve kat m\u00fclkiyeti tesis edilmesi\u2019, \u2018Hazine ve Belediye m\u00fclk\u00fcnde olan yerlerin sat\u0131n al\u0131nabilmesi\u2019 ve \u2018i\u015fyeri a\u00e7ma ve \u00e7al\u0131\u015fma ruhsat\u0131 yap\u0131 kullanma izin belgesi aranmaks\u0131z\u0131n verilmesi\u2019 konular\u0131 var. Bu konular\u0131 da yap\u0131 kay\u0131t belgesi ile \u00e7\u00f6zebiliyoruz ancak birka\u00e7 prosed\u00fcr var. Bu 3 konu \u00fczerinde \u00e7al\u0131\u015fmalar\u0131m\u0131z devam ediyor.<\/p>\n<p>Yap\u0131 kay\u0131t belgesi i\u00e7in sembolik bir ba\u015fvuru bedeli al\u0131yoruz. Bu bedel arsa emlak de\u011feri ile yap\u0131 yakla\u015f\u0131k maliyeti toplam\u0131 \u00fczerinden konutlarda y\u00fczde 3, ticari kullan\u0131mlarda ise y\u00fczde 5 olarak hesaplan\u0131yor. Ba\u015fvurular\u0131m\u0131z 31 Ekim 2018 tarihine kadar devam ediyor, ba\u015fvuru bedeli ise 31 Aral\u0131k 2018 tarihine kadar yat\u0131r\u0131labiliyor\u201d<\/p>\n<h3><strong>\u201cM\u00fcktesep hakk\u0131n\u0131n yasalla\u015fmas\u0131 gerekiyor\u201d<\/strong><\/h3>\n<p>\u0130mar aff\u0131 de\u011fil de imar bar\u0131\u015f\u0131 yakla\u015f\u0131m\u0131n\u0131n son derece anlaml\u0131 oldu\u011funun<strong>\u00a0<\/strong>alt\u0131n\u0131 \u00e7izen<strong>GYODER \u0130cra Kurulu \u00dcyesi Aziz Yeniay, \u201c<\/strong>Ge\u00e7mi\u015f y\u0131llarda yap\u0131lan aflar sorunlar\u0131 \u00e7\u00f6zmek yerine daha da derinle\u015fmesine sebep olmu\u015ftur. \u0130mar bar\u0131\u015f\u0131 m\u00fclkiyetle ilgili sorunlara ger\u00e7ekten \u00e7\u00f6z\u00fcm \u00fcreten bir d\u00fczenlemedir.
